Study of Yushi Zhongchen (御史中丞) in Song Renzong Dynasty

摘要

本文整理宋仁宗朝御史中丞的工作內容，以及討論御史中丞工作在仁宗朝不同時期的改變，同時提出仁宗朝御史中丞制度的各項變化中，以財政及地方監督作為主要的改變方向，而重視與財政相關的工作，是仁宗朝御史中丞制度的特殊之處。
制度會隨著「歷史情境」的不同發生變化，本文除了整理宋仁宗朝御史中丞的工作內容，以及御史中丞制度的變化外，亦討論了宋遼戰爭、宋夏戰爭、國家財政困近、以及地方監司的問題等仁宗朝的「歷史情境」，並將仁宗朝御史中丞制度的變化結合「歷史情境」，討論出讓御史中丞制度發生改變的原因。

This thesis arranges the job content of a Yushi Zhongchen (vice censor-in-chief) and discusses its changing during the reign of Song Renzong. Among the changes of a Yushi Zhongchen’s duty in Renzong dynasty, this thesis proposes its distinguishing feature was by significantly changing towards finance and local supervision, attaching importance to fiscal work.

System varies with historical contexts. Therefore, besides the duty of a Yu Shih Chung Cheng and its changing during the reign of Song Renzong, this thesis also investigates the historical contexts of Renzong dynasty including Song -Liao war, Sung-Hsia war, national financial embarrassment and the problem of local chien-ssu (intendant, circuit). Considering these historical contexts, this thesis reexamines the causes of Yushi Zhongchen system’s change during Song Renzong dynasty
