地方政府公共場館採行創新管理之研究─以新北市立鶯歌陶瓷博物館與新北市客家文化園區為例

摘要


在政府財政困窘、預算支出日益減少的影響下,筆者認為「創新」是地方政府公共場館突破經營資源困窘的關鍵。然而,單有創新作為並無法有效突破資源困窘的經營瓶頸,必須對這些創新作為進行「管理」。故本論文係從「創新管理」的角度切入,透過文獻分析與深度訪談法,探討新北市立鶯歌陶瓷博物館與新北市客家文化園區在資源受限的情況下,於未來可採行的變革途徑,並且聚焦於影響兩者採行創新管理之因素,以及兩者在採行創新管理的過程中是否具備相關的基本條件。另外,本論文亦希望能透過深度訪談的過程,瞭解新北市政府對於兩者之看法以及管理原則。   本論文的研究歸納發現,「資源」、「法制」、「成員認知」、「時空環境」以及「民眾反應」等皆為影響兩者採行創新管理之背景因素。在採行創新管理應具備之基本條件方面,兩者於營運的過程中均具備「領導風格」、「成員互動」以及「外部連結」等條件;然而,在「內部機制」和「知識管理」條件方面則皆有進步的空間。另外,新北市政府將兩者視為同一個「藝術軸帶」與「博物館廊道」來提供聯合觀光的功能;但是,兩者在實務運作的過程中,因彼此的使命和營運目標不同,有不同的施政計劃必須推動,故很少有共同合作的機會,這與「三鶯文創怡居雙子城」計畫將兩者納入聯合提供觀光的功能與定位相去甚遠。   最後,本論文依據研究結果與發現作為分析基礎,分別針對陶博館、客家文化園區以及新北市政府,依序從角色認知、功能定位、營運目標、工作環境、管理工具以及管理手段等方面提出相關的策略建議,作為三者在未來營運的過程中可改進之方向。

As far as the author is concerned, “Innovation” is a crux for local government managing public arenas to solve the shortage of funds under the situation that the central government suffers financial difficulties and less distribution budgets. However, “Innovation” isn’t found to be effective on breaking through the bottleneck of budget squeeze, but also having to manage these “Innovation” plans.   The purpose of the study was to identify an adoptable transformation of Yingge Ceramics Museum and Hakka Museum New Taipei City Government in the future under the circumstance of limited funds by document analysis and in-depth interview. Besides, the study also centered on influential factors of practicing “innovation management” upon New Taipei City Yingge Ceramics Museum and Hakka Museum New Taipei City Government and inspected the fundamental requirements during the implementation procedure. Furthermore, the other aim of the study was to find out the views of the New Taipei City Government and principles of management via in-depth interviews.   The research inductions discovered that resources, legal system, role cognitions, environments, reaction of people, and etc. are all background factors affecting implementations of “Innovation Management”. In terms of the fundamental requirements of “Innovation Management”, leading style, member-member interactions, outside connections, and etc. are indispensable in operation. Nevertheless, internal mechanisms and knowledge managements are improvable.   In addition, the New Taipei City Government regarded New Taipei City Yingge Ceramics Museum and Hakka Museum New Taipei City Government as the same arts and humanities fields and so-called “the corridor of museum” providing tourisms. Yet, due to the differences of operation objectives and missions between Yingge Ceramics Museum and Hakka Museum New Taipei City Government, it’s impracticable for these two public individuals managed by government to mutually cooperate and provide the functions of local tourisms according to the plan of “Sanxia- Yingge Cultural, Creative and Hospitable City Town”.   In conclusion, the author respectively provides suggestions which gives operation objectives in the future to Yingge Ceramics Museum, Hakka Museum New Taipei City Government and the New Taipei City Government on role cognitions, functions and orientations, operation objectives, work environments, management tools, management methods and etc. sequentially according to the results and discoveries of dissertation.
