影響警察機關員警工作倦怠之關鍵性因素研究

摘要

本文係探討我國警察機關員警工作倦怠的可能因素，進一步思考未來警政機關政策制定與具體因應策略。透過相關文獻檢閱、問卷發放與決策實驗室分析法，歸納影響警察機關員警工作倦怠的關鍵因素及彼此之間的關聯性。藉由關鍵因素分析探討，歸納研究發現與結論，提出具體建議，供警察機關未來政策擬定之參考方向。
本文以文獻分析法歸納出12項主要影響警察機關員警工作倦怠的因素，分別為超時服勤工作、勤務編排的方式、合理的績效評比機制、警察對自己工作感到認同、投入家庭生活的時間、組織內的信任關係、工作的環境壓力、人事的管理措施、人力的供需情形、回歸治安與交通工作、輿論對警察的看法、對工作的負荷能力之間的關係。經由問卷調查法蒐集資料，發放對象為內政部警政署辦理警政業務相關工作之員警共175位填寫，回收有效問卷152份進行分析，並運用決策實驗室法(DEMATEL)進一步分析12項因素互相影響關係。研究發現「回歸治安與交通工作」、「超時服勤工作」及「對工作的負荷能力」3項因素為關鍵影響因素，並以內政部警政署為例就結果提出具體建議。

This study explores the key factors influencing burnout of police and gives advices to Police Agency & Subordinate Branch for making policing policies in the future. This study concludes the correlation between the factors of causing burnout by adapting literature review, questionnaire survey method and the Decision Making Trial and Evaluation Laboratory (DEMATEL) method.
The study found 12 factors of burnout that are the overtime working hours, the arrangement of duty, reasonable performance assessment, the identity of being police, the time spending with family, trusting issue in the organization, the stress in the workplace, personnel management, the demand and supply of workforce, regression law enforcement and traffic work, the public opinion toward police, the capability of facing assignments. This study analyzes the relationship between twelve factors by using questionnaire survey method, which provides 152 valid questionnaires of 175 questionnaires distributing to police offers and DEMATEL method. The result reveals that regression law enforcement and traffic work, the overtime working hours and the capability of facing assignments are the main factors of burnout. This study takes National Police Administration Ministry of the Interior as an example to analyze with 3 main factors and brings out practical advice.
