臺灣農地使用策略調整之研究—以農業多功能性為核心

摘要

農業多功能性的議題在國際間引發諸多研究、討論與爭議，但是臺灣在這方面進行有系統的研究者尚少，因此將從農業多功能性的形成背景、界定為研究的起始，並觀察德國、日本、中國大陸推動農業多功能性的論述，以及其實踐工具和實施成果與問題等，藉此並進一步觀察臺灣在農地使用策略上的調整與多功能性的關係。上述這些研究，將作為後續研究臺灣農地政策調整的依據。本文主要先利用文本分析的分式，對農業多功能性相關文獻及臺灣近年來的農地政策進行系統性的回顧、分析及歸納。並輔以專家問卷(AHP)的方式，針對臺灣農地使用環境，進一步提出以農業多功能性為核心的臺灣農地使用適合策略。

The topic of the MFA initiates a great deal of research, discussion and dispute internationally, but Taiwan has no systematic researcher in this respect. That so will determine from forming background, circle of the MFA as studying are initial, observe the argumentation that Germany, Japan and China promote the MFA. Make sure its tool of practice and implementing achievement and question, etc. Also observe the relationship between Taiwan farmland-use decisions and MFA . This paper use the preliminary research of the MFA and utilizes systematically the text to farmland policy in recent years of Taiwan. Complement it by way of AHP(Analytical Hierarchical Process), direct against the environment of use of Taiwan farmland, further propose the farmland of Taiwan taking MFA as the core uses.
