臺灣彩券之經營歷程與福利效應-以苗栗縣肢體障礙經銷商為例

Lottery Operation and It's Welfare Effects: The Case of Franchised Physical Disabled Dealers in Miaoli County

摘要

本篇論文的產生乃起始於研究者的家庭本身即從事彩券經銷工作。而身處在其中的研究者在協助母親執業的同時，發現了許多有待整理與討論的議題，如：經營臺灣彩券的經營「歷程」，與實際經營彩券之後的各種「福利效應」為何等。因而企圖以訪談的方式，獲知經銷商在經營的過程中，遭遇了哪些的困難，並希冀相關單位可以予以排除；福利效應方面，則因研究者屬於彩券經銷商的家庭成員，因此也企圖透過研究探討經營彩券對於經銷商「家庭」的影響為何。
正式實施訪談的時間於民國99年7月，至同年10月，總共訪談了八位身心障礙經銷商，並輔以觀察，及訪談日誌，以完整且確實的描述身心障礙經銷商經營彩券工作的整體面貌。
主要的研究發現如下：
1.經營歷程方面，肢體障礙經銷商無論開業前期，以及目前的經營彩券的生活，都遭遇到些許的困難，這些困難主要來自於未考量身心障礙者的障礙事實，與個別性的政策的制度設計，以及極大化總體利益的銀行單位的作法。
2.在經營策略方面，則可略將經營策略分為「經營臺灣彩券的策略」、「賺取更多經濟來源的策略」，以及「排除障礙困境的策略等」。在所有的策略當中，也可看見「網絡安排」對於身心障礙者經銷彩券工作的重要性。
3.在福利效應方面，在訪談的過程中可以發現經銷彩券的工作，在經濟、心理、生理、社會等層面，確實有使得經銷商頗為滿意的地方。但後來卻因為「經銷據點的擴增」，以及「長時間的經營」的影響之下，負面的福利效應與日俱增。經營彩券對身心障礙者的家庭影響亦深，彩券的經銷工作亟需家人協助共同經銷彩券工作，也因此減少了家庭成員的其他福利。
4.此外，在訪談之後研究者也發現彩券經銷工作中，一些懸而未解的問題，如：彩券經銷工作的資金流量龐大、借牌等問題。
而基於上述的研究發現，因此在文章結尾的部份分別就政府，與銀行單位給予個別的建議，希冀能共同為身心障礙者的彩券就業帶來更多的效益。

The researcher have interviewed with eight physical disabled dealers , supplemented by observation, and Interview diary. In order to describes the overall appearance of physical disabled dealer operating lottery.
Main findings are as follows:
1. In terms of business process, no matter the preparation period of opening , or current operating , met with some difficulties, which mainly come from disorder facts that are not considered disabled , and Individualizing needs of physical disabled dealers, as well as the maximum overall interests's practice of the bank.
2. In terms of business strategy, business strategies are divided into "management Taiwan Lottery," "make more sources of economic", and " Breaching of obstacles". In all of the policy, you can also see the importance of "networking arrangements" for physical disabled dealers to selling lottery.
3. In terms of welfare effects , in the economic, mentality, physiological, social level, there is makes physical disabled dealers to satisfy. But then because of " The bookie increases ", and " long time business hours " ,the negative welfare effects increasing,too.
4. In addition, after the interview, the researchers also found that some suspension and unsolved problems, such as: The money flow is big of the Lottery sales , sale on commission card Borrows mutually in private, and so on.
At the end of the article, the researcher give the suggestions for government, and bank , hope all can work together for physical disabled dealers.
