北臺區域治理機制之制度選擇研究-從交易成本途徑分析

摘要


近年來,許多國家、城市試圖透過區域治理機制的制度建立,降低時空環境變遷下所產生的衝擊,並處理單一個體無法解決的公共事務問題,以提升治理效益;但事實上,隨著合作機制內外在因素的干擾,夥伴關係的建立相當困難,而合作過程中也蘊含著不少的制度障礙。因此,本論文嘗試從新制度經濟學的交易成本途徑出發,探討區域治理機制的各種合作型態,並以「北臺區域發展推動委員會」為個案,分析北臺區域合作平台中存在的各種交易成本、以及制度障礙;最後,則進一步討論中央、地方政府之間的制度選擇行為,並提出未來制度的發展建議。爰此,因「制度」由社會建構而成,不同時空、環境下會有不同的樣貌,其中也蘊含多層次意義,所以本研究將以文獻分析與深度訪談作為資料收集方法,並且使用「MaxQDA質化分析軟體」輔助文本資料分析。 透過實證研究,本研究發現,在交易成本方面,北臺區域治理機制尚未達到聯合生產經濟的目標,其治理成本較高,而機會主義的預期成本則相對較低;其次,區域合作治理機制的建立,無法降低地方政府互動時的交易成本、以及制度障礙,使得集體行動者猶豫是否繼續給付制度建置成本。第二,治理結構部分,北臺區域合作平台內行動者的交易頻率仍低,而合作議題不具區位專用性。第三,在制度選擇層面,筆者認為組織制度是正式規則與非正式限制交互影響後之結果,而委員會模式的區域合作機制就是行為者在當前環境系絡下,共同建構的均衡狀態。最後,本研究將從交易成本、治理結構、與制度選擇等構念切入,提出幾項問題反思,以及區域合作治理相關建議。

In recent years, countries and cities attempt to increase the governance benefit through the system establishment of regional governance mechanisms to solve the limited resources and global competition, to reduce the impact of changes of time and environment, and to solve public affairs issues that can’t be solved by a single individual. Therefore, to surmount the limitation of the local development and to change the traditional model of thinking of depending on the central government’s financial aid; the eight regions of the northern Taiwan commence to build the Regional Cooperation Governance Institution based on the adjacent geological location, and frequent communication between citizens, populations, resources, and industries. They hope to establish the regional cooperation structure of northern Taiwan through a single coordination platform to achieve the cooperation planning and promoting the eight main issues. Although the local government attempt to achieve the regional functionality cooperation, resource sharing and to solve the problems of thorny regions; but in fact, the interference of internal and external factors make the difficulty with partner relationship establishment, and the regional cooperation platform of northern Taiwan still have dozen of goals without achieving, there are also contain many institutional obstacle between the cooperation processing. Therefore, this thesis is observing with transaction costs perspective, analyzing the cooperation patterns of Regional Governance Institution, and also researching the limitation, dilemma, and what institutional factors may lead to the impact of cooperation mechanisms with focusing on the develop status of Northern Taiwan development commission; Finally, the advice of the future institution will be proposed based on the above researches. Therefore, the institution, which has different appearance with different time and environment, is depending on the society, and containing the significance of multi-level, so that there are no policies and laws fit all situations. To achieve the goals of the researches mentioned above, the information collecting will be literature analysis and in-depth interviews, also using MaxQDA, which is the software of qualitative analysis, to analyze the information and investigating the interactive relationship between actors in Northern Taiwan development commission for comprehending what types of Transaction Costs may be produced in cooperating, and also investigating the opinions of the central and local governments with institution establishment.
