「公益創投」是1990年代末期於美國所發展的公益贊助模式,主要目標在提升非營利組織的效能與資源運用的效率,該模式也相繼擴展到歐洲與亞洲的非營利組織環境中。公益創投的概念大約自2002年引入台灣,但國內對此概念的認知仍呈現分歧,或與「社會企業」產生混淆。為了形成後續相關研究的基礎,並提供實務者對公益創投清晰的圖像,本研究以探索性研究的角度,討論以下問題:(1)公益創投的概念為何?發展狀況為何?(2)公益創投能發揮什麼功能?應如何運作以發揮應有的功能?(3)公益創投組織應具備什麼樣的能力?(4)台灣非營利組織的環境,是否適用於公益創投的發展? 為了達成本研究的研究目的與回答研究問題,除了進行文獻檢閱之外,將以國際貨幣基金的運作方式作為觀察架構,針對國內外公益創投案例進行個案研究,並比較國內外案例之差異,以做成結論。 結論透過四個部分進行。首先,是整理國內外的實務運作,形成研究發現,主要解答公益創投的功能、公益創投組織的能力與運作策略、以及國內案例對公益創投的認知與期待。第二部分乃綜觀文獻分析與研究發現,評論公益創投的實質內涵與價值,以及後續發展的方向。第三部分為實務建議。第四部分為後續研究建議。
"Venture philanthropy" (VP) is a model of donation that developed in America since 1990's. The main purpose of VP is to strengthen the effect of non-profit organization. In that period, VP is also introduced to the NPO environment in Europe and Asia. And it was also introduced to Taiwan in 2002. But the concept is still vague and some even misunderstand it with social enterprise in Taiwan. In order to provide explicit outline of VP, I use explorative research in this study to discuss the following questions: 1) What is the concept of VP and the status quo? 2) How to bring the expectative function of VP? 3) What capabilities should a VP organization have? 4) Is VP suitable for Taiwan? In order to answer these questions, I not only review literature but also use the way of IMF as my observation framework and compare the differences between Taiwan and other countries in VP cases. There are four sections in the conclusion. First of all, the research findings which discusses VP’s functions, the capabilities of VP organization and its operation strategies, and the realization and expectation of local cases to VP. Second, criticize the connotations and value of VP and its future development. Third, provide practical suggestions. Last, provide the suggestions for future research.
