考量永續運輸原則下之TOD 車站方案評選與建成環境設計研究-以新北市捷運安坑線為例

摘要


1970年代隨著都市人口密度增加、房價提高,都市居民開始尋找良好的生活空間,伴隨公路之修築以及機動車輛技術之進步,都市發展開始朝向郊區蔓延,此現象便稱之為「都市蔓延」。都市蔓延之負面影響包含土地使用不效率、汙染等負外部性,顯現出都市土地使用與交通運輸無法有效連結產生之種種問題。為解決此都市困境,本研究以永續運輸為主要目標,建立TOD之評估原則,創造能夠符合永續運輸原則的TOD選址標準,以解決都市蔓延之課題,並提供規劃單位一套可參考的規劃流程。 研究方法上首先透過「模糊德爾菲法」篩選考量永續運輸原則下之TOD評估準則,進一步以「模糊分析網路程序法」得到相關規劃準則的權重。研究結果顯示,永續運輸目標下之九項TOD評估準則,在第一階段模糊德爾菲法結果中皆獲得頗高的專家共識值,顯示所選取的準則在TOD評估上皆具有相當之重要性程度;在第二階段模糊分析網路程序法結果中可以發現,「高密度發展之環境容受能力」獲得最高之權重,為最重要之評估準則,而權重最低的準則則為「各階層民眾之居住可及公平性」;最後透過地理資訊系統進行新北市捷運安坑線各車站於TOD評估準則之表現評分,結合FANP所得權重加權總和後發現「新和國小捷運站」為最合適之發展車站,本研究依此結果進行該站之周圍建成環境設計。期望此研究結果可作為未來規劃單位在進行以永續運輸原則為考量的TOD設計規劃時之參考依據。

In 1970s, with the increase of human density and price of house in urban, people want to find well living environment. At the same time, structure of freeway and update of technique of automobile, the urban started to sprawl to suburb, and it’s called “Urban Sprawl”. But the negative impact of urban sprawl were ineffective in land use, damage of environmental sensitive areas, air pollution or noise, traffic problems. And it caused in unlinking between urban land use with traffic transportation. To solve these problems, we set the urban developmental goal in “Sustainable Transportation”, and combine with the “Transit Oriented Development (TOD)” as concept of urban designing to construct the TOD evaluating criteria, and then, the planning authority can use this research to plan TOD alternative under Sustainable Transportation principle. The research method we used here is Fuzzy Delphi Technique (FDT) and Fuzzy Analytic Network Process (FANP). The purpose of FDT is sifting fit criteria in TOD evaluating, and FANP is for structuring the weight of criteria. In research results, it find that all of the TOD evaluating criteria we choose were important , and the result of FANP shows that, the criteria of “The environmental carrying capacity in compact development” is the most important, it got 0.189 in weights; in contrarily, the criteria “The justice of living achievement of any social class” got the lowest weight, had only 0.0456. The final step, we evaluating the performance of MRT Ankeng Line through GIS, mix the weight of FANP, the greatest score is ‘Xin-Ho Elementory School Train Station’. So that, according this result to desigm the built environment.
