本國與外商企業採購主管職能之比較研究

摘要


台灣歷年來所累積的全球經濟實力,以及與中國比鄰且同文同種的特殊地位,吸引許多外商企業公司選擇在台灣成立採購中心,進而帶來具有國際視野與全球採購的專業知識。然而採購主管在缺乏明確的職能項目養成之規劃,以及本國與外商企業對管理文化上的差異,容易造成採購團隊管理上的盲點。本研究的目的乃以找出採購主管的職能項目,以及研究出本國與外商企業採購主管職能認知上的差異,提供相關單位管理與發展的參考。 本研究經由腦力激盪法、心智圖法、問卷量測與層級分析法等研究方法,決定出採購主管的六大職能構面與24個相對應的次構面職能細項。研究結果發現,整體企業採購主管六大職能構面中,依其重要性排名由高至低排序下來,前三構面分別為人際性、概念性及倫理性;而整體次構面的職能細項中,依其重要性排名得知,前三項最重要的採購職能細項分別為溝通協調能力、人脈社交網路、及採購資訊保密。 在本國與外商企業採購主管職能各別比較的研究結論中發現:一、兩者皆首重人際關係的建立與維持。二、對於人格特質而言,本國與外商企業採購主管則出現明顯的不同職能需求。最終在管理意涵上,本文提出本國與外商者的職能展現在五個重要的管理面向上,具有明顯不同的管理含義,以及其相關差異說明與建議。本研究的相關研究發現及管理意涵期望能提供給本國與外商企業相關管理高層,以及人力資源規劃部門職能培訓之參考。

Global economic strength of Taiwan has long been accumulated over the year’s development; and the unique close position plus same language and race with China have attracted many foreign enterprises to establish International Purchasing Office in Taiwan, which brought in global professional purchasing knowledge here. However, purchasing directors lack for definite development scheme, and different management cultures between domestic & foreign enterprises are likely to cause the management blind spot. The purpose of this research is to find out the occupation competences of purchasing director and to research the cognitive difference between domestic & foreign enterprises, then to offer the findings to related parties for reference. This research decides the 6 major competence compositions with 24 related sub-indicators for purchasing directors by adopting methods of Brainstorming, Mind mapping, questionnaire evaluation and Analytic Hierarchy Process (AHP). The research result prioritizes the top 3 major competence compositions as Human Skill, Conceptual Skill and Morality. Meanwhile, the top 3 most important sub-indicators are Communication & Co-ordination, Connection & Social Networking and Purchasing Information Confidentiality. The conclusions of this research on comparing the domestic and foreign enterprise are as below: firstly, building & maintaining interpersonal relationship is the most important aspect in both sides. Secondly, there are different characteristic demands appeared. Finally, the study explained & suggested five important management directions. The conclusion of this study could be referenced by the related management team, and Human Resource Department for further personnel development planning and occupation competence training.
