澎湖縣位於亞洲大陸邊緣,是台灣唯一的島縣,全年平均溫度為23℃,以2月16.2℃最低、7月28.3℃最高;年雨量僅約1,000公厘,島內無河但四周環海,境內水資源缺乏,水資源的開發、應用與回收顯得格外重要;另方面,境內並未設置污水下水道及污水處理廠,生活污水回收再利用及其效益評估對於澎湖地區水資源規劃有所助益。 本研究整理國內中水再利用的現況,分析「台灣澎湖監獄」生活污水處理再利用場址與「國立澎湖科技大學」生活污水處理再利用場址中水再利用相關資料,分析結果顯示,澎湖監獄再生水回收設施,年節水量為127,750m3/yr,較預期成效78,000m3/yr為高;進一步考量操作維護費用,每噸再生水之操作處理成本為12元/m3,可於5.2年達到回收平衡,屬於再生利用成效良好之範例。而澎湖科技大學每年可提供225m3/d之再生水供校區內使用,再生水使用之比例佔總用水量之62%,每噸再生水之操作處理成本為88元/m3。 整體而言,由於離島地區,因降雨量少之因素,常有缺水情形,建議應極力推廣再生水利用工作,並以廢(污)水排放量較大的事業為優先辦理單位;另再生水不以回收率及回收期等經濟性指標為優先考量,而以朝向社會面、環境面及水資源再利用效益為其永續發展之主軸。
The Penghu Islands is located on the edge of the Asia Continent, and it is the only island-county in Taiwan. The annual averaged atmospheric temperature is 23.0 oC, and the lowest and highest temperatures are 16.2 and 28.3 oC, respectively. The annual precipitation is about 1000 mm. One of the most important issues is the development and reuse of water resources. On the other hand, due to without any wastewater treatment facility in the island, reclamation and recycling of domestic wastewater will be helpful for the sustainable development of water resources in the Penghu Isalands. In this study, state-of- the-art wasterwater reuse was reviewed. Furthermore, the sites of Taiwan Penghu Prison (TPP) and National Penghu University (NPU) were used as case studies. For the TPP site, the results show: (1) annual water-saving was 127, 750 m3/y, higher than the predicted goal-78,000 m3/y, (2) operation and treatment cost was 12 NTD/m3, and (3) its recovery period was calculated as only 5.2 y. However, for NPU site, (1) annual water-saving was 225 m3/d, (2) rate of wastewater recycling was 62%, and (3) operation and treatment cost was higher as 88 NTD/m3. Summarily, due to lower precipitation and water shortage in the Penghu Islands, this study suggests that reuse of wasterwater should set priority to implement, especially for higher discharger. In addition, the economic indexes are not only recovery rate and period, but also for social and environmental factors, and efficiency of water reuse.
