從事高架作業勞工安全觀念之研究-以輸配電業為例

摘要

在現今的工業發展情形下，有許多的現場工作人員都必須從事於高危險性的工作，就像輸配電業的現場工作者都必須要從事和高架作業性質相關的工作，尤其在現今的台灣經濟發展情形下，各產業的發展幾乎都和輸配電業有著密切的關聯，因為各產業工作區只要一停電，必定造成難以估計的損失，因此為了能夠提升各產業的市場生存能力，如何培養優秀的高架工作者，想必是未來經濟發展不可避免的趨勢，因為這種高架工作內容並非一般人所能勝任的工作性質。
在近幾年來，工作安全問題已非如往昔那樣的遭受漠視，相對的是受到特別的注重，尤其是輸配電業的工作安全問題已經成為一個很重要的議題，由於一般工作者常常缺乏安全的觀念，以致於因為一時的疏忽而造成了生命財產的重大損失，並因而衍生導致家庭的破碎，所以在安全的觀念上需特別謹慎才是。目前的輸配電業工作場所負責人，隨著時代的潮流趨勢，在工作安全方面需特別嚴格要求以使人員工作安全，相對的在輸配電業公司內部也需要有能提高工作安全的一套管理方式，才能夠有效率的將工作安全意外確實降低，進而達到零災害目標，如此才能夠提高各產業的永續發展能力。
本研究以國內輸配電業中從事高架相關作業人員為調查的對象，並藉由問卷調查的方式來了解目前在工作現場從事高架工作人員及相關工作人員對安全觀念、知識；工作安全制度與管理；工作環境與防護設施對工作安全影響認知的程度。結果發現雖然大多數的受訪者在對安全觀念、知識；工作安全制度與管理；工作環境與防護設施方面有相當程度的了解，但在為了提升工作效率，可省略使用安全衛生防護具方面之不認同程度未趨於完善。

In the last few years, the job safety question non-like in the past such has suffered ignores, relative receives the special attention, lost in particular matches the electrical industry the job safety question already to become a very important subject, but because the common worker lacked the safe idea frequently, has caused the life and property heavy losses because of for a while negligence, and thus grew causes the family stave, therefore in the safe idea had specially discrete to be.At present will transport matches electrical industry company people in charge, along with the time tidal current tendency, must the specially strict request cause the personnel job safety in the job safety aspect, relative is the electrical industry company interior also to need to have can enhance the job safety a set of management way, will be able effectiveness the job safety accident truly to reduce, then achieved the zero disaster goal, will so be able to enhance various industries to continue forever the development ability.
This research transport take the home matches in electrical industry to be engaged in the high structure correlation operating personnel as the investigation object, and because of the questionnaire survey way understood at present is engaged in the high structure staff and the correlation staff in the job site to the security idea, the knowledge; Job safety system and management; Working conditions and safe guard to job safety influence cognition degree.Although result discovery majority participants to security idea, knowledge; Job safety system and management; The working conditions and the safe guard aspect have the suitable degree understanding, but in order to promote the working efficiency, may abbreviate the use safety and health protection to have the aspect not to approve the degree not to tend to the consummation.
