儘管大部分企業都企圖建立成功的改善提案制度,以改善企業體質及提升總體競爭力,但在制度推動過程中,除組織運作及技術上的問題外,推動所衍生的各項成本驟增,更是使得制度中途而廢的主因。而這樣的問題,可透過DSS觀點來建置軟體系統,以達到即時反應、累積知識與經驗、公平公正公開及明確階段性改善方向之效果。 為此,本研究將根據6σ之DMAIC專案管理流程,並透過Focus group interviews及Delphi method等技術,(1)比較各國在此制度上之特色及優缺點,以做為改善提案系統執行程序之基礎;(2)建立提案審查基準及評價系統;(3)建立改善提案階段性推動程序;(4)整合Decision Support System模式,建立改善提案軟體架構與細部規劃分析;(5)完成智慧型改善提案軟體系統。 相信,本研究所提出的智慧型改善提案系統軟體之規劃成果,不僅能大幅降低企業的無謂摸索時間及成本浪費;更可提升企業在此制度上成功的機會。並因此創造組織知識共享及技術經驗累積的平台,使企業持續改善、不斷提升競爭力。
Although most enterprises intend to build up effective KAIZEN system to enhance qualities and promote competitiveness, organization-operating problems, technical difficulties, and mass increment of cost are all barriers keep them from implementing the system thoroughly. However, establishing software according to DSS point of view can solve all these difficulties. Real-time response, knowledge/experience accumulation, fairness/justice/openness and concrete improvements are also reachable then. This study follows DMAIC project management process of 6σ, Focus group interviews and Delphi method techniques to (1) Compare advantages and disadvantages of this system among different countries, and build up the foundation of KAIZEN system executive process; (2) Establish suggestion examination and its evaluation system; (3) Address the implement process of KAIZEN system; (4) Integrate “Decision Support System” model, build up software structure and all details; (5) Complete intelligent KAIZEN software system. We believe that our research results can not only reduce time and cost, but also provide more successful chance for enterprises. Furthermore, a platform for knowledge sharing and experience accumulating can also be established and the enterprise’s competitiveness increment is expectable accordingly.
