居民參與社區工作坊之研究–以雲林縣口湖鄉景觀綱要計畫為例

摘要

近年來「由下而上」的居民參與模式，可使規劃內容和成果，真正滿足當地居民的需要。而Arnstein（1969）認為民眾參與是一種權力的再分配，透過民眾參與使得原本被排除權力分配之外的民眾，藉由參與而對決策產生相當程度的影響。景觀綱要計畫在近幾年執行之下，學者專家對於其執行方式和成效有諸多批評與建言，同時也發展了許多的景觀創新觀念與經驗累積，亦對後續的景觀立法有相當的影響。
「工作坊（Workshop）」最早為臨床心理學的一個手法，在1960年代美國Harplin將「工作坊」引用到都市計畫中，成為各不同立場、族群的人們解決社區課題的手法。陳亮全（1999）在推動社區總體營造的過程中，遭遇了不少共通的課題，如居民對社區營造陌生，彼此間不認識而不願表達自己意見，發言時間常被幾人占據，其他人也不發言，即使熱心參與亦不知課題在哪裡？因此建立操作的方法和推動的技術，便成社區營造的重要課題。
本研究透過蒐集居民訪談資料、文獻回顧、內容分析法，從雲林縣口湖鄉景觀綱要計畫的實際案例，來檢視居民參與的程度和社區工作坊操作手法，與鄉鎮市級景觀綱要計畫三者之間的關係。探討對不同程度的居民參與的社區工作坊操作手法，讓社區透過工作坊的操作而營造出最貼近民意和符合居民需求的生活環境。進而期望透過研究所探討的議題和社區工作坊的操作手法，能協助參與社區營造和相關研究人員之運用及景觀法立法時參考。

This research is processed with the experience of public participation of Landscape Master Plan of Kouhu Township of Yunlin County to explore the meanings and importance of Landscape Act (draft) in Taiwan. This research is to discuss the motives of community participation of the residents while they are involved with the Landscape Master Plan and the performance of the Plan.
In this study, through to collect residents ' interviews , literature review, content analysis, from the actual case of he Landscape Master Plan of Kouhu Township of Yunlin County, to view the level of participation by residents and the operating practices of community workshops and the outline of the township municipal landscape meter the relationship between the painting of the three .
Investigate the participation of residents of varying degrees of community workshops operating practices, and allow the community to create the closest public opinion and in accordance with the needs of the residents living environment through the operation of the workshop .And then expect to explore through the Institute of issues and operating practices of community workshops to help participate in community building and the use of researchers and landscape Legislation reference.
