ISO14001標準整合EICC守則之環境管理系統程序建置指南-以中小企業電子產業為例

摘要


企業持續面臨全球化綠色環保趨勢及綠色供應鏈市場挑戰,缺乏人力與財力的中小企業為了永續經營的目標,需要迅速地決策以回應國際/國家環保規範及社會責任標準,實際上,企業可以運用建置符合ISO14001標準的環境管理系統來滿足(跨國)客戶需求,然而當企業面臨到第二個環保標準,例如電子行業供應鏈經常面臨的行業標準,EICC電子行業公民聯盟行為守則,中小企業該如何因應並能對外部利害相關者宣告其符合性;本研究擬以中小企業電子產業為構想,研究撰寫符合ISO14001標準的環境管理系統程序及表單,示範如何整合EICC守則的環境要求與ISO14001標準的管理系統要求,研究過程採用PDCA管理循環法作為程序撰寫的步驟順序,以系統思維法及過程管理概念設計的過程組成圖形作為程序撰寫的思考邏輯,完整呈現環境管理系統程序及表單的建立過程,希望減輕企業對系統建置的壓力,加強企業對環境管理的信心,另一方面,也鼓勵企業能主動積極瞭解環保及社會責任相關之標準,進而掌握標準、建立或整合標準、執行標準、符合標準。 本研究結果希望能提供中小企業電子產業一個「簡單、可行、具彈性」的ISO14001環境管理系統程序建立之指南,使企業的環境管理系統建置更順暢,增加自身綠色競爭實力,朝企業永續經營目標邁進。

Industries are continually confronting the trend in globalization and green environmental protection as well as the market challenges of green-supply chain. Because a small and medium enterprises that are under-staffed and short of capital wish to seek the goal of sustainable management, they need to immediately respond to both international or domestic eco-friendly regulations and the standards of social responsibilities. As a matter of fact, industries can employ and organize the environmental management system (EMS) with ISO14001 standards to meet the (multinational enterprise, MNE) clients’ needs. Nevertheless, when industries face the second eco-friendly standard, for example, electronic industries supply chains often encounter the requirements of “Electronic Industry Code of Conduct, EICC”, the way how small and medium enterprises should deal with and claim the conformities toward external interested parties is an important matter. This study aims to focus on small and medium enterprises in electronic industries as a basis to explore the EMS procedures and application form conforming to the standard of ISO 14001, and desires to demonstrate the way how to combine both the environmental standards of EICC regulations and ISO 14001 requirements. The process of this research adopts PDCA managerial recycling methodology as the writing sequence, and makes use of both systemic thinking methodology and the design of processes approach managerial concepts and charts as a thinking logic of writing procedures. Besides, this study offers a full scope of the building-up processes of the EMS procedures with inventories in order to alleviate industries’ pressure toward systemic organization and also helps to reinforce the environmental managerial confidence in industries. On the other hand, this study aims to encourage industries through the active realization of the eco-friendly criteria and related social responsibilities in order to get control of standard, build up standards, and conform to standards. The results of this study can provide small and medium enterprises in electronic industries with a simple, feasible and flexible guidance of ISO14001 EMS procedures establishment in order to make the industries’ EMS more smoothly and to strengthen their green competitive power toward the goal of sustainable management.
