新管理主義對大學治理模式影響之研究

The Influences of New Managerialism on the Governance Models of University

摘要


本文旨在探討1980年代盛行於公部門改革的新管理主義,對英國、美國、歐陸等大學治理模式所產生的影響。大學組織的特殊性以及與政府之間的微妙關係,在受到商業世界的管理意識形態衝擊後,所呈現出的風貌,是值得探討的。研究結果經整理歸納後,得以下結論: 一、英、美、德、荷等國皆透過新管理主義來追求效率 二、市場機制的納入方式因各國歷史背景不同而有差異 三、各國皆將績效審核結果與經費補助做連結 四、政府與大學之間的關係產生了實質的改變 五、大學內部執行權威受到強化

This study aims to explore the impact of new managerialism which has prevailed in the reform of public sectors since 1980s on the university governance models including the British model, the American model and the Continental model. It is worth putting particularity of university and subtle balance between it and government under scrutiny when its governance matters were penetrated by the managerial ideology in the business world. The study comes to the conclusion as follows. First, All the countries studied is pursuing efficiency of higher education institutions by introducing New Managerialism. Second, the methods that market mechanism implemented were differed by the historical and cultural scenarios of the countries. Third, all the countries studied were connecting funding mechanism with the university’s performance and accountability Furthermore, the relationship between government and university has undergone a substantial change. Last, the executive authority of the university internal governance was strengthened.
