工程採購知識庫檢索功能發展之研究

政府採購法實行以來，工程採購人員發生違失之情形履見不鮮，原因常來自於對法定程序之誤解。辦理工程採購所需之法律知識繁雜不易理解，為提升工程採購人員之法律知識，並減少知識查詢時間，「工程採購違失態樣知識庫」蒐集具代表性之工程會解釋函、監察院糾正案及政府採購申訴案，並以系統方式呈現知識，以協助減少不必要之公共工程採購違失。然而此系統屬雛型階段，因未參考實務人員意見以及檢索功能之不足，以致於知識仍無法有效傳遞。本研究發展該知識庫之檢索功能，透過主管機關與採購人員之訪談，歸納實務需求，並參考相關檢索系統所具備之基本檢索功能，以提升系統檢索能力，使工程採購人員得以多元且符合業務習慣之方式檢索知識庫內容，進而發揮知識庫原訂功效。本研究建置之「工程採購知識庫」檢索系統，資料內容包含工程採購相關之糾正案、申訴案、解釋函、採購法母法與子法等，因對資料之去蕪存菁工作，大幅減少知識查詢時間，使用者不僅可利用各種基本檢索功能查詢知識庫內容，並可作法令、函釋、案例間關聯性的檢索。此外，系統亦提供資料更新介面，使用者可自行更新資料。本系統經驗證，知識內容與檢索功能皆具實務使用之價值。

The thrust of this work is establish a friendlier user interface following a previous effort to compile the lessons learned from illegitimate regulatory actions in procurement of public works. This work carefully identifies the particular user needs in government procurements and encompasses a even wider spectrum of useful sources in order for the reference of procurement officers and their associates. The obvious merit is that when these lessons can be systematically integrated into a friendly system knowledge framework with smart search engine at hand, the users'' knowledge is better valued. Through the aide of user-friendly expert system interface, officials in all public work agencies can easily comprehend and employ such a knowledge base. Based on these lessons learned, mistakes that once exist can be avoided, unreasonable settings of regulation ratified, and disparities within governmental bureaucracies fixed. Although the contribution of this work does not reside on compilation of an enormous knowledge base, it is worthy of noticing that a practical oriented search engine interface does help to facilitate the efficiency of government procurement. A unique feature embedded in the proposed system is a handy update function, allowing the user to keep track of new issuance of laws, regulations and relevant materials. A companying goal of this work is to commercialize the interface in web servers for the widest use.
