專賣制度與菸草產業變遷：以屏東平原為中心（1905-2002）

摘要

自明治38（1905）年3月30日實施煙專賣，菸草亦為其中一環，而為專賣之一部，時間迄至民國91年1月1日專賣廢止為止，菸草產業在專賣制度之下，出現迥異於前的樣貌，表現在菸草耕作許可制，菸草品種改良，菸草耕作的標準作業模式，對菸草耕作查緝與檢查，菸草的收購與獎勵種植等方面。故在研究時間上係以1905年至2002年為範圍；在地域上，則以屏東平原為範圍，該區域專賣的管轄機構，在日治時期的則為屏東支局，管轄的行政區域為屏東市、旗山郡、屏東郡、潮州郡、東港郡、恆春郡等地區菸草耕作；在戰後專賣的管轄機構，則為屏東菸葉廠，管轄之行政區包括高雄市、屏東縣。
日治時期，屏東平原菸草種植品種以葉捲種、黃色種為主，不論是葉捲種或黃色種，種植區域皆在屏東郡、旗山郡、潮州郡、東港郡。但是，葉捲種菸草以旗山郡為最多，而此時，屏東平原也是全台葉捲種菸草種植最多的地方。黃色種菸草則是以屏東郡種植為最多。日治時期菸草種植的地區，大抵沿下淡水溪、東港溪、林邊溪逐步擴展。
戰後，台中菸區為全台最大菸區，因為台中菸區品質與菸農收益、病蟲害、肥料施用等問題，至民國61年，屏東菸區後來居上成為全台最大菸區，屏東菸區中又以美濃種植菸草的戶數最多，民國67年時，美濃的菸草產值更高於稻米產值，居於美濃之冠，可堪稱為美濃菸草產業鼎盛之代表。
菸農在菸作過程中，有現金貸款、實物貸款，這是穩定菸農種菸過程中，資金需求的重要機制，與專賣制度下的菸葉收購，對菸農影響甚鉅。菸農為希望可以爭取好的收購價格，因而在中央，力舉可為菸農爭取權益的民意代表。菸農期待烤菸過程順利，菸葉得以烤得漂亮，故在烤菸的菸樓供奉司命灶君。而此均顯示菸葉對菸農的經濟、政治、社會產生重大影響。
