本文主題是以新自由制度主義下的觀點探討S&ED對話成果,並分析S&ED是否如建制理論所言帶給中美穩定之合作關係。因為議題跨層交錯使得兩國在議題的處理與政策的制定上越來越受到彼此的影響。但也是因為在這樣緊密的互賴關係,使雙方摩擦亦是逐漸上升故S&ED即在歐巴馬與胡錦濤的共識下產生並希望S&ED將為兩國解決問題,減少衝突、誤會帶來合作。然而S&ED對話的存在之意涵並不在解決雙方暨有問題,而是加強兩國的互信,如降低交易成本、並以強調「戰略再保證」等方式增加雙方互信,使對話發揮了建制的功能。但對話仍有其缺陷存在,如沒有法律責任來約束兩國在對話上所達成之協議,故對話的成效仍需持續觀察。
The thesis point is use neoliberal institutionalism to demonstration and analysis S & ED dialogue’s achievements. Cross levels and issues interdependence let China and U.S.A. more and more closely, but when they more closely their have more friction, because they can Influence each other when they making policy or solving issue. So Barack Obama and Hu Jintao reach a consensus to set up S&ED. Expect it bring reduce misunderstanding, enhance mutual trust and problem-solving. But S&ED importance isn’t in solving existing problems, it in order to strengthen the mutual trust, such as lower transaction costs, and to emphasize the "strategic reassurance" to increase mutual trust, let dialogue achieve regime function.
