食品政治或食品安全？ 以台灣禽流感與美國牛肉進口為例

Food Politics or Food Safety ? The Case of Taiwan’s Avian Influenza Viruses and U.S. Beef Importation

摘要

「民以食為天，食以安為先」，糧食是人類賴以生存的物質基礎，人類生存的基本需求就是糧食，同時也是維持國家社會安定的先決條件。在全球化環境之下，現代政府絕對無法避免面對跨區域性、國際化同步治理的各項挑戰。近年來國內外食品安全事件風波不斷，食品安全問題已成為大眾最關心的議題，食品安全事件的發生，不僅對國人健康造成危害，更可能對產業發展與國家經濟形成重大的影響，狂牛病和禽流感等人畜共患病事件持續不斷發生，亦導致消費者恐慌與擔憂。在國際競爭環境中，各國的經貿政策往往具有相互的影響性，於食品安全與經濟貿易間的關係除了消費者的健康和國家經貿利益之外，更有其政治性的一面。
本論文分緒論、本論及結論三大部分。第一章緒論部分說明研究之動機與目的。第二章至第四章為本論部份，在風險社會概念下，食品貿易的複雜化將人類置身於食品安全風險之中，不僅使得食品相關業者受到衝擊，也引發公眾對食品安全的疑慮和恐慌。次之就現行國際貿易與食品政治之關係予以檢視，進而以禽流感與美國牛肉進口案例來檢視我國現行的立法模式及管理制度，最後為結論提出看法與建議。

As Chinese proverb said that food is the biggest issue to the civilian Civilians care, but the food safety is first. Food is the material basis of human survival. Food is not the only basic need of human survival, but also a prerequisite to maintain the social stability. In a globalized environment, modern governments by no means can evade all kinds of challenges derived from cross-regionalization and international synchronization. Recently, since the endless disputes of food safety at home and abroad, the issues of food safety have become the main concern of the public. The occurrence of food safety incidents not only endangers the health of people but also influences the industrial development and national economy. In recent years, Zoonoses incidents make consumer worry to effects health such as mad cow disease and avian influenza have kept happening continuously.In the international competitive environment, the economic and trade policies of various countries often have mutual influence. Beyond the issues of health and trade, the relationship between food safety and the exchange of food products has other political features.
This essay was composed of introduction, main body, and conclusion. The introduction, chapter 1, accounts for motives and goals of this research. The main body of this essay is from Chapter 2 to Chapter 4. Firstly, with the concept of risk society, the complicated of food trade exposed humans to the risk of food safety. These events not only affected food industries but caused public panic about food safety. Secondly, a survey of current relations between International trade and food political is addressed, and then present law-making patterns and management system are inspected by cases of Taiwan’s Avian Influenza Viruses and U.S.Beef Importation. Eventually, opinions and suggestions are provided according to the conclusion.
