摘要


「國合會外籍生獎學金計畫」是我國教育援外的政策之一。本研究採立意抽樣的方式進行質性訪談,探討策略聯盟學校方面的計畫主持人、專案經理人、授課教師及國合會外籍生,對於「國合會外籍生獎學金計畫」之計畫政策與目標、課程規劃與執行以及學習表現與應用三個面向之看法與見解,以探究「國合會外籍生獎學金計畫」之實施成效。 本研究之發現包括,在計畫政策與目標方面,「國合會外籍生獎學金計畫」同時體現我國外交政策、營造國際化校園及培養發展中國家人力資源之多重目標。在課程規劃與執行面向,呈現規劃理念不一、教材教法多元化的情形。另外,華語文課程新制的推動因為對象之不同,而有對立的看法。最後,就國合會外籍生學習表現與應用面向,學習表現普遍良好,但是在學習應用方面,卻發現有少數已畢業之國合會外籍生並未返回國家的情況發生。

The International Higher Education Scholarship Programs of TaiwanICDF (the scholarship programs of TaiwanICDF) is one of the Taiwan’s education assistance policies. The purpose of this study was to explore the effects of the scholarship programs of TaiwanICDF by adopting interview as qualitative research method. There are fifteen interviewees in this study which used purposive sampling, included project director , teachers, project managers, and the TaiwanICDF students. The collected data were referred to three themes of the scholarship programs of TaiwanICDF: (1) the policy and goal of the project, (2) the planning and implementing of the curricula, (3) the performance and application of the students’ learning. This research finds that the scholarship programs of TaiwanICDF have multiple goals, included achieving foreign policy, building international campus, and cultivating human resource for developing country. Second, there were different planning ideas and variety of teaching materials on the planning and implementing of the curricula. As to Chinese learning policy, it showed opposite viewpoints from different interviewees. Finally, about the performance and application of the students’ learning, most TaiwanICDF students had good learning performance but a few of them did not go back to their home countries when they graduated in Taiwan.
