本文以1984年至2008年之臺灣製造業為研究對象,分析1986年與1994年臺灣的專利改革對產業研發活動與創新產出的影響,以及專利制度的改善是否對於誘發FDI流入臺灣有正面的助益。本文使用傳統追蹤資料固定效果模型進行實證分析,並將產業依特性區分為九類,以觀察專利改革對於不同產業的影響。實證結果顯示,兩次專利改革對於提升產業研發活動與創新產出皆有顯著正向的影響,且對於研發密集產業的研發活動有較大的影響。而兩次專利改革後,皆對電腦、通訊及光學產業的研發活動與創新產出有較明顯的影響;且1986年專利改革的影響力較1994年的大。此外,實證結果也發現專利制度改革後,對於誘發FDI流入並沒有顯著的影響。
This thesis aims to explore how the Taiwanese patent reforms in 1986 and 1994 impact industrial R&D, innovation, and FDI inflow. By using the industry-level panel data, several conclusions are drawn from our study. Firstly, both patent reforms stimulate R&D activities and innovations, while the1986 patent reform has a great impact than the 1994 reform. Secondly, after taking industrial characteristics into consideration, both reforms have a more prominent impact on the computers, information and optical industry. Finally, our empirical result shows no evidence on that patent reforms can induce more FDI.
