近幾年來,我國發生過幾次恐怖攻擊事件,雖然沒有造成重大傷亡,也非國際間恐怖主義優先鎖定攻擊的目標,但如今由於恐怖主義逐漸有全球蔓延的趨勢,沒有任何國家可完全免於威脅。因此,我國政府在911恐怖攻擊事件後,採取了若干措施與機制防止恐怖主義威脅,但我國之反恐措施與相關機制至今仍不健全,必須再經過各家學者的研究,才能有效的防制恐怖主義之威脅。因此,本研究除了瞭解恐怖主義定義、現況與威脅外,也將藉由本文達到檢討我國反恐政策與相關作為之目的。 茲歸納本論文之研究發現如下:(1) 對恐怖主義無統一的標準,阻礙國際間的反恐合作;(2) 恐怖主義的發展,使其對各國的威脅擴大;(3) 我國應更加注重非傳統性的安全威脅;(4) 我國現行反恐體系尚未完備,有賴政府積極建構。 另外,由於我國反恐政策尚在建構階段,要達到完備的反恐體系需投入相當的人力、財力,依輕重緩急律定優先順序執行才有辦法可達成。以下僅提出應優先辦理的事項如下:(1) 與美國保持緊密的友好關係,與中國保持和平相處;(2) 將恐怖主義的威脅納入國家安全戰略中;(3) 強化反恐相關情報預警功能,加強情資整合及通報;(4) 儘快完成我國反恐相關立法,做好關鍵基礎建設;(5) 持續與美國進行各項反恐合作,積極扮演人道救援的角色。
Abstract In recent years, Taiwan's happened a few terrorist attacks, although there is no cause significant casualties, nor is terrorism locked target, but because of terrorism with the trend of globalization, no country can be free from threats. Therefore, the Taiwan government in "911 Terrorist Attacks", the order to take some of the mechanisms to prevent terrorism threats, but these mechanisms are not fully developed, it must go through scholars, in order to effectively control the threat of terrorism. Therefore, this study not only understand the definition of terrorism, current status and threats, but also wishes to review Taiwan's antiterrorism policy. Induction of this study found the following: (1) terrorism without uniform standards, will hinder the international antiterrorism cooperation; (2) terrorism to countries threatened to expand; (3) Taiwan should be more added emphasis on non-traditional security threats; (4) Taiwan's current antiterrorism system has not been complete, up to the Government actively building. In addition, the proposed Taiwan should first do handled as follows: (1) with the United States to maintain a close and friendly relationship with China to maintain peace; (2) the terrorism threat in national security strategy; (3) to strengthen antiterrorism intelligence warning function, strengthen the integration of intelligence and reporting; (4) Taiwan's antiterrorism legislation as soon as possible, make critical infrastructure; (5) continuing with the United States the antiterrorism cooperation, and actively play a humanitarian role.
