鳳凰展翅：以政策執行者的角度分析微型創業鳳凰計畫之過程評估

Phoenix Flying: A Process Evaluation of Micro-Business Startup Phoenix Program from the Perspective of Policy Implementation

摘要

微型創業鳳凰計畫過去相關研究皆以申貸者之觀點來探討政策執行的過程，並未從執行者的角度進行評估。本研究以政策執行者的角度，對該計畫進行過程評估，以瞭解此政策在執行過程中，實際執行狀況與政策目標的可能差距，政策相關執行單位間的合作、運作問題，以及改良計畫的建議。

　　本研究發現：雖然該計畫利息優惠的身分增加，但申請貸款的案件數量卻逐漸下降。每個地區宣傳成效較佳的管道都不太一樣，會因地區、人口數和生活習慣而有所差異。該計畫多多少少都有達到此政策之目標，但成效並不明顯。顧問與駐點皆希望銀行可以多支持該貸款。此外，有時候會遇到銀行行員不知道或是不了解本政策的狀況。

　　本研究建議，微型創業鳳凰計畫應增開數位課程；增加地區型共識營及執行人員網路溝通平台，以提高銀行對微創貸款的支持度與了解度；整合勞動部相關業務；推出E化服務平台；增加關懷追蹤的人力；思考新階段的佈局；修正民眾不正確的心態；以及放寬貸款申請人的資格。

The Micro-Business Startup Phoenix Program has operated for years. Most extant literature explored this Program from the viewpoint of applicants. This research evaluates this Program from the perspective of policy implementation stakeholders to detect whether there exist difference between actual situation and policy objective, possible problems of cooperation and operation among various implementation stakeholders, and amelioration suggestions for the Program.

The major findings of this research are the following: Though the scope of applicants legitimate to preferential interest rate is increasing, the number of applicants for such loan applying is descending. The effective propaganda means vary with regions, population and customs. Even the Program achieves its objective to some extent, the effects are insignificant. Both consultants and outsourcing location units hope that banks can support more of the loans out of this Program. And bank clerks sometimes do not catch essence of this Program.

It is suggested that this Program shall provide e-courses when suitable, offer regional communication camps and establish an interactive website for relevant stakeholders to enhance bank clerks’ understanding of this Program. Moreover, the Ministry of Labor shall integrate related services, provide e-services one-stop-center, increase manpower for tracing care, plan for advanced assistances to entrepreneurship, guide the righteous attitude in application and relax the qualifications of loan applicants.
