全民國防教育與恐怖主義之研究 -以國立玉井工商「恐怖主義與反恐作為」 課程為例

摘要


「全民國防教育」是培養學生國防意識的有效途徑, 透過學校「全民國防 教育」課程的實施,能增強「全民國防」觀念,建立國家安全意識和為國犧牲 奉獻的精神,且能培養軍事知識和技能,為國防建設奠定穩固基礎,籍由「全 民國防教育」的內涵的探討,瞭解「全民國防教育」是要培養居安思危、關心 國防、支持國防及培養國家認同感。 「911事件」後,恐怖主義與恐怖攻擊對全球的危害日益增加,國際關係出現大幅變化,世界各國聯合反恐支持美國實施全球反恐戰略,國際關係將演變成一種合作與互依互賴關係。國際恐怖主義威脅無法短期消除,且只要各地區持續有衝突存在,不論其原因為何,均將成為恐怖主義組織滋生之土壤。 本研究以玉井工商「恐怖主義及反恐作為」課程成效,訪談該校綜合學程、職業類科及實用技能班一、二、三年級同學共計30員,由訪談資料中可以發現,因學制不同及「恐怖主義與反恐作為」課程實施期程,該校學生對「恐怖主義及反恐作為」的認知也有所差異。 建議高中職校增加「恐怖主義與反恐作為」課程授課,有效提升學生的相關知識,以增加學生對恐怖主義的認知,並修編「恐怖主義與反恐作為」課程內容,強化反恐作為的相關知能。

All-out Defense Education (AODE) is an essential channel to cultivate students’ conscious o f All-out Defense. Through the AODE curriculum in schools, we could emphasize students’ concepts of All-out Defense, establish the conscious of national security and develop the knowledge and skills of national defense. With the discussion of AODE, students’ might realize that AODE is to be provided against danger while living in peace, to support and be concerned with national defense, and promote the identification of our country. After the 911 attacks, terrorism and terrorist attacks endanger the world, and the global relationships are varied. Countries all over the world unite to fight against terrorism and support the USA to carry out Global Counterterrorism strategies. The threat of terrorism could not be eliminated in short terms, and continuous conflicts in every district might develop terrorist organizations. This study investigates the curriculum effect of Terrorism and Counter-terrorism in National Yujing Vocational School of Technology and Commerce. 30 students in Comprehensive High School, Vocational Programs and Practical Skills Programs were interviewed in this study. According to the interviews, students’ perceptions on Terrorism and Counter-terrorism had differences because of the different educational systems and curriculum application periods. In conclusion, in order to effectively increase students’ terrorism relevant knowledge and perceptions, the number of Terrorism and Counter-terrorism classes should be increased and the contents should be modified.
