失業青年再就業之研究-以機車修護訓練為例

摘要


失業青年容易產生自卑感,長期失業更容易造成其日後再尋職上的困境。因此,對於失業青年求職之瞭解將有助於培養與開發該族群低迷之勞動參與率。2009年受到全球金融海嘯影響我國青年的失業率高達近15%,高失業率的主因除了就業準備不夠及產業結構與人力供需落差,還有工作態度不夠積極,青年失業者在找尋工作主要原因為技術不合,我國青年投入服務業、非典型就業比重明顯偏高,是造成低薪的主因。聞風不動的薪水追不上狂漲的物價,薪水低、工作不好找,年輕人對未來更加徬徨。依據交通部統計國人使用交通工具調查顯示「機車」所佔比例高達約50%,機車工會聯合會調查資料顯示從事機車修護技術人員嚴重不足,缺工人數約10萬人左右。因此,研究者發現機車修護從業人員非常短缺現象、透過專業的職前訓練將有助於失業青年重新踏入職場,有其探討之價值與意義。 本研究係以透過專業技術訓練、輔導、實習、就業媒合、技術認證、回訓等方式之進入社會的社會新鮮人作為研究對象,探究其失業青年再就業之研究-以機車修護訓練為例。藉由立意抽樣方法式訪談,共計6位受訪者。根據訪談資料彙整與歸納,本研究認為對於失業青年必須提供有效的職業訓練授與一技之長,培養其專業技能;並需結合對應產業提供就業媒合,使青年得以透過適當媒合產生就業聯結。最後,在創造與厚植失業青年專業技能提升之後,便得以進一步提升青年就業參與過程之就業穩定性。本研究依此結論提供以下幾點參考建議如下: (一)對於證照效用與濫發的問題,政府宜訂定政策進行管制;(二)證照效用與濫發的問題應取得改善,因與技工執照有十年的共同發照,皆由北、中、南三個公路局進行發照,在效用上亦應有良好的管控。

Unemployed youth prone to have inferiority complex; in the future, long-term unemployment will result in the difficulty of searching jobs therefore, the research of unemployed youth will help foster the development of the communities with a downturn in the labor participation rate. In 2009, global financial owing to the global financial crisis, the unemployment rate of young people up to nearly 15%. The main reason the lack of preparation for employment and the gap between industrial structure and manpower supply, as well as inactive work attitude. Young unemployed people looking for work in addition to the main reason for technical or not, our youth investment services, significantly higher proportion of atypical employment, the main reason is caused by low-paid. Fixed salary catch caught soaring prices, low salaries, working hard to find young people more anxious about the future. Ministry of Transportation Statistics survey shows that people use the vehicle "rolling" the proportion of up to about 50%, locomotive Federation of Trade Unions survey data show that in the locomotive repair a serious shortage of technical personnel, lack of number of workers about 10 million people. Therefore, the researchers found that the locomotive repair employees very shortage, through pre-professional training will help unemployed young people re-entering the workplace, it is there to explore the price straight. The study takes fresh-graduated people who enter the workforce through professional and technical training, counseling, internships, employment matchmaking, technical certification, retraining, and so on, as the object of research to probe into reemployment of unemployed youth─take repair training of scooters for instance. There are six people interviewed by purposive sampling method totally. With integrating opinions interviewed, concluding materials and recommendations, results of this study assume that the Government should provide effective vocational training to teach skills, cultivate professional skills, and combine industries to help employment matchmaking for unemployed youth, thus allowing them to transfer their jobs via proper employment matchmaking. Lastly, after creating and cultivating professional skills for them, the Government would increase employment participation and create high employment stability. According to the result, this research provides further suggestions for relevant units and follow-up researchers as follows: 1. Governments should set up policy and provide suggestion against licenses effectiveness and licenses spamming issues. 2. The problems of licenses effectiveness and spamming issues should be improved. Licenses should be jointly issued for the skilled workers with ten years’ licenses, which are granted by Northern, Central and Southern Regions of Directorate General of Highways.
