原住民部落產業與就業：壓迫觀點的分析

摘要

本研究旨在探討原住民部落產業的發展限制與可能出路，以及探析部落的就業現況與限制，為了達此目的，本文採用訪談法針對信義鄉原住民教育菁英、產業經營者、社區組織成員及小農等進行質性資料的蒐集與分析。希冀藉由原鄉多元聲音的資料蒐集，能提出一些原鄉實況的分析資料，及發展出一些提升部落生活福祉的思考路徑。循此，本文依研究結果，提出幾項部落產業在市場經濟底下所面臨的挑戰及其可能的因應方式：1.部落產業規模小無競爭力，政府應協助部落進行產業連結和建構一個產銷平台；2.部落產業各自發展缺乏整合，因而未來應透過社區組織整合部落內外部資源和召集族人共創部落產業；3.部落產業行銷技術不足影響競爭力，政府應委託學者專家進行產學合作來陪伴與培力部落組織；4.資金取得不易影響創業機會，政府應協助成立「原住民銀行」提供低率微型貸款來促成部落族人創業；5.原住民族委員會權責有待提升，政府應將原民會提升為原住民族事務部來促成中央各部會配合其統籌規劃原鄉發展政策。

The aim of this research is to discuss the indigenous cultural industries’ restrictions and the possible way out, and to analyze indigenous tribes’ employment and its restrictions now and in the future. In this qualitative research, interviews withindigenous peoplefrom the Shinyi County – including the high-educated, business owners n industry, community members, and farmers –had been conducted for data gathering and analyzing .Theanalyzed data from various sources reflects the real circumstances in the indigenous communities and base on the result it is possible to further develop ways to promote the social welfare of the indigenous tribes. The result shows that the challenges the indigenous industries face and the possible solutions are: 1. The scale of indigenous industries is small and not competitive. The government should assist the tribes to connect to one another, and establish a producing/selling platform for them. 2. There’s a lack of integration among indigenous industries. Calling for community organizations to integrate resources inside and outside the tribes to develop the indigenous industries are recommended. 3. The competitiveness of indigenous industries has crippled by the lack of marketing knowledge and/or ability. Scholars and experts in this area should be called upon by the government to accompany and empower the organizations. 4. Starting a business is not an easy task when fund is an issue. To help the indigenous people to start their business, the government should be involved in establishing a “microfinance organization” to offer microloans at a low rate. 5. In order to plan and organize the policies related the indigenous affairs in a global view, the government should upgrade the Council of Indigenous Peoples to the Department of Indigenous Affairs.
