成本僵固性之實證研究-以私立大專院校為例

摘要

在台灣高等教育與技職體系中是在培養學生的知識能力，在職場上能夠更具競爭力，因此大專院校扮演著舉足輕重的角色，這些學生是未來國家的棟樑。但是在少子化的影響下，招生率逐年降低，學校經營狀況因此而大為惡化，不論是教師、學生還是學生家長等利害關係人都會感到不安，因此本研究目的在於以少子化環境下的招生率所探討代理問題對私立大專院校成本僵固性的影響。
實證結果顯示100至103學年度私立大專院校並沒有成本僵固性，在低招生率的私立大專院校中也不具成本僵固性的情況，代表低招生率的私立大專院校必須刪減成本以因應少子化所帶來的衝擊；另外討論校長（董事會）與利害關係人間存在代理問題，分別用校務基金、校長任期、當年度是否更換校長，以及董事會規模作為代理問題之代理變數，在低招生率學校的實證結果中校務基金愈多與校長任期愈長反而會使經營狀況更為艱困，不具成本僵固性的現象更為明顯；而在當年度更換校長方面，不論高招生率或低招生率的私立大專院校都會降低成本僵固性程度；還有在董事會規模部分，與成本僵固性程度關聯性並不明顯。

Higher education plays the significant role in Taiwan, so students graduate from universities are more competitive in the workplace and the backbone of the country's future. But under the impact of the declining birthrate, enrollment decreased year by year and the school operating conditions get worse whether teachers, students or parents of students and other interested parties will be disturbed. Therefore, this study aims to discuss the enrollment in the declining birthrate Environment how the relation between agency problem and cost sticky on private universities.
The empirical results show there are no asymmetric cost in private universities during the period 100-103 academic year. In the external factor, our findings show that there are no cost stickiness in the low enrollment universities; in additional, we discuss about school fund, president tenure, president horizon and board size as proxy variables of the agent problem in the internal factors. Results only indicate that the more school fund and president tenure, the worse operating condition in low enrollment sample, however, the degree of cost sticky will reduce when the year of president replacement both high and low enrollment universities. Besides, there is not obvious that the relationship between board size and the degree of sticky cost.
