恆春地區擁有豐富遊憩資源,在地農業可以結合遊憩人潮,搭上生態、文化、農特產等創意產業,再配合教育部2008年校外教學實施原則,是加入台灣175萬國小學生校外教學數十億市場經營的契機。本研究預見市場需求,而創發出半島遊學聯盟新模式。 本研究先探討恆春半島遊學產業背景和未來需求,進行一個校外教學個案觀察,再以P.D.S.協力模式實作歷程,從顧客需求面、平台經營面檢討設計方案。為能多元豐富開發方案,以焦點團體諮詢半島國小校長九位委員中有六位願意加入課程之聯盟學校。以此方案為例設計問卷,先行對目標市場蒐集經營與行銷訊息;發現「課程價值性」、「活動豐富性」、「家長可接受之收費水準」等,為學校選擇校外教學重要考量因素;收費定價以屏東縣為例,鄉村型地區收費最好低於500元;而都會型則可規劃400-600元之套裝行程。 歷經實作階段之內部評估與諮詢問卷之外部評估後,綜合規劃出一種可操作性的媒合平台,在運作上課程可無限擴充,使城鄉交流容易辦精采學,也讓在地社區產業得以永續活化,此即為本模式未來延展性的最重要貢獻所在。
Hengchun area possesses abundant recreation resources. Local agriculture can integrate tourists, ecology, agricultural specialty and other creative industries. Furthermore local agriculture can also cooperate with the 2008. Field- Trip Instruction Strategy of the ministry of Education nsequently The market of for 1.75 million pupils in elementary schools in Taiwan and the expected value field trip of several billions. This study not only foresees the market demand but also combines local resources. And initiates new Travel-Study pattern in Hingham Peninsula. Firstly, this study discussed the industrial background and future demand for Travel-Study in Hengchun Peninsula and gradually narrowed down on a practical outdoor-instruction case. Besides this study designed and revised the proposal through P.D.S cooperative manipulation process, customers’ demand and platform management. In order to enrich this developing proposal, this study uses focus group discussion by consulting with elementary school principals in Hengchun Peninsula. As a result six out of night commissioners are willing to participate in the curriculum alliance. Moreover the questionnaire based on this research focusing on target market managing and marketing information has observed the curriculum value, activities diversity, acceptable expenditure for students parents are the major concerns for a field- trip instruction. Take Pingtung County for example, the acceptable expense of a combo field-trip activity is not higher than NT500 for rural area and 400-600 NT for urban area. According to the internal evaluation of practical implement and external evaluation by questionnaire survey, this study planed out a practical platform. It can be expanded unlimitedly and provides help for rural-urban exchange visits. This posed platform will be able to assist field-trip activity to be held easily and brings fun for students. At last this study vitalizes the local industries constantly and it is the most significant contribution of this research.
