以平衡計分卡之角度探討綠建築在台灣發展之可行性

A Feasibility study of the Development of Green Building in Taiwan:A Balanced Scorecard Perspective

摘要


近年來台灣政府開始推行綠建築之措施及法規,因此本研究以台灣建築業者的觀點,探討台灣對一般住宅中採用綠建築概念之重視程度以及發展之可行性。運用平衡計分卡的策略管理模式在財務、顧客、內部流程以及學習與成長四大構面中,發展出可提供建築業者參考之綠建築的策略目標、策略行動及衡量指標。 本研究以建築師為研究對象,透過層級分析法的分析方式,分析平衡計分卡中各項指標之權重。研究結果顯示,對於綠建築的推行,台灣建築業者最為重視財務構面(38.2%)及顧客構面(32.8%),其權重比例遠高於內部流程構面(13.9%)及學習與成長構面(15.1%)。顯現出對建築業者而言,他們較重視綠建築能為企業帶來多少營業價值及顧客對綠建築之接受度。對於提升內部綠建築之能力及發展綠建築設計之相關策略較不偏好採用。 在財務構面中,最重視增加購買綠建築之目標顧客(53%),顯示消費者對綠建築的認知度不夠,因此建築業者對於如何增加目標顧客對企業獲利之策略考量上較為重要。在顧客構面,最重視建設公司企業形象的改變(45.5%),可見建築業者較偏好提升顧客對綠建築之好感,以提升企業正面之印象。內部流程構面最重視室內環境的改善(48.3%),其中最偏好採用通風換氣改善的設計(31.5%),可見建築業者在綠建築的設計上多採用簡單及成本較低的設計。在學習與成長構面較重視綠建築知識管理的建立(55.9%),顯示綠建築所涉及的知識領域較為廣泛,需要更多領域相關之專家的合作。 針對實證之結果,建築業者對於綠建築之設計觀點多從成本低且易於執行的策略行動為主,因此本研究建議建築業者應提升綠建築之內部能力及相關之技術與知識,才能改善及增強住宅之綠設計,進而針對不同目標顧客建造出最適當的綠建築,才能提高企業的營業獲利,並達到永續發展之目的。

In recent years, Taiwan government started to proposes the green building’s measures and policy. So this research by constructers’ point in Taiwan, discussed to use the green building concept to the general housing to take the degree and develop feasibility. Using a structure management pattern based on Balance Scorecard , and developing may provide some references of green building strategy goals、strategy actives and measurement indicators to constructers.   Participants of this research were architects. Using Analytic Hierarchy to analyze the weight of indicators in Balance Scorecard. This research found that constructers in Taiwan focused on finance(38.2%) and customer(32.8%) mostly for advancing green building. The weight is much higher than internal process(13.9%) and learning and growth(15.1%). So for constructers, they take the green building to be able to bring how many business value and how customers to accept to the green building. For advancing internal capability and developing green building’s design, they don’t focus so much. In finance, the most they respect is increasing goal of customer for purchasing green buildings(53%). It means the cognition of green building for consumer isn’t enough. So constructers think how to increase goal of customers for business profit is much important. In customer , they focus mostly on changing construction company’s image(45.5%). So for constructers, they prefer to promote customers to the green building favorable impression, then advancing company positive impression. In internal process, they respect to indoor environment improvement(48.3%), and the design they like the most is the improvement of ventilating the air change(31.5%). It seems that constructers always take to design easier and cheaper. In learning and growth, they concern how to building a knowledge management(55.9%). It means green buildings involve the area of knowledge are more widespread, needing more domain experts to cooperate. In the study , we can see that constructers always focus on low cost and easy to do green buildings design and structure activities. So, this research suggest constructers should advance internal capability、Relative Technology and knowledge, and then improve green design of living house. For different goals of customers build the most suitable green buildings, and promote business profit and achieve the goal of sustainable development.
