泰源崩塌地特定水土保持區邊坡穩定之評估

The Slope Stability Assessment of Soil and Water Conservation Area on Taiyun Landslide Area

摘要


台灣之山坡地位處板塊擠壓處,以致地質條件脆弱且地震瀕繁,加上颱風豪雨侵襲等因素,致使地滑、土石流災害逐年發生,對居民之生命財產威脅日增。因此,政府遂有劃定崩塌地特定水土保持區之政策。 崩塌地特定水土保持區是目前少數具有天然災害風險管理之法定區域。本研究以泰源崩塌地特定水土保持區為例,藉由試驗區實施監測與評估,可以協助政府主管當局擬定適當管理應變對策。試驗區全區佈置沿滑動測線共計自計水位計11孔,自計雨量計1座,地中傾度管4孔,觀測期間起自95年10月至96年12月,期間歷經4次颱風豪雨。 本研究經統計分析各種觀測資料得知,試驗區之地下水位變化與降雨量成正相關,顯示降雨量顯著影響地下水位變化。地中傾度管觀測結果,累計最大位移量發生在BH-8,約為99.66mm/月,判定未達異常變動。穩定分析結果,在正常情況及豪雨過後,以測線C-C FS=0.88為最低,顯示降雨量為影響地層穩定性之主要因素,期能作為預警值研定參考。

On account of the mountain slops of Taiwan iocating in orogeny, it caused the geological conlogical condition very weak. Additionaly, the torrential rain of typhoons often makes disasters such as landslide and debris. The disaters have increased year after year. It has threatened people,s safety and lives. Therefore, the government authority sets up the policy of the soil and water conservation area towards landslides. The designated soil and water conservation area is among a few statues areas with the concept of natural disaster risk management. Selected study area is at Tai-Yun, in the central region of Taitung county of Taiwan. By the supervision and assessment of those experimental areas, which can assist the authorities concerned to draw up appropriate emergency measures. All test region were performed by disposed with 11 holes of autorecorded underground water measurement, 1 autorecorded raingauge, 4 holes of inclined tube. The deta observed were mostly during the typhoons of four times from October 2006 to December 2007. This article analysis date of monitoring demonstrates the positive relationship between rainfall and groundwater level fluctuation, showing rainfall obviously affected the aviation of groundwater level. And the result incline tube observing, the largest displacement accumulated on the BH-8 is about 99.66 mm/month, gauged not reaching anomalism variation. The stability analysis result, after the normal situation and storm, the safety are calculated by PC STABLE 5 Method which can be obtained at the iowest point 0.88. The case study demonstrates rainfall is the main factor to affect the stability of the ground and can offer the reference of disaster prevention of warning criteria management at landslide area.
