高屏地區園產品再利用的競爭力分析

Competitive Analysis for Horticultural Products Reusing in Kaohsiung and Pingtung Areas

摘要


根據聯合國糧農組織統計資料公布得知,達60-80%的規格外園產品從產地至零售通路的過程中,因賣相不佳而被淘汰。本研究定義規格外園產品是未被以特級、優級、良級等合格品售價賣出而在最終遭到廢棄,卻仍具可食用性、可利用性等價值之園產品。 經計算後得知台灣全年規格外園產品之產值約為809億-1079億新台幣、規格外園產品的全株或全果具備79.85~93.28%的可利用比率。此外,如今減少浪費、增加價值更是當今潮流。若能妥善把規格外園產品進行再利用,不僅能強化農業競爭力,也能找出處理生產過剩問題的解決之道。於是基於上述原因,激發本研究探討規格外園產品再利用之競爭力,透過使用創新SWOT矩陣、差異性矩陣、主成分分析法衡量競爭力,以設籍在高屏地區的園產品生產者、園產品加工業者、園產品行銷業者為例,並區分成屏東縣群組、高雄市群組進行研究。 經由實證分析得知屏東縣群組在貨物進銷存管控能力、價值創造能力、未來事業企圖意願、市場行銷能力領先高雄市群組,更在對外宣傳推廣規格外園產品的能力、迅速且到位的物料採購能力、加工規格外園產品之設備與人才、鑑定規格外園產品品質之設備與人才等掌握實質競爭優勢。另一方面,也得知消費者較為重視的安全、美味、耐藏等因素,是故基於研究結論,提出三點研究建議。 一、定期由具備公信力的第三方檢驗單位提出安檢合格證明 二、添購園產品內部品質檢測系統 三、把規格外園產品加工成包裝截切蔬果

According to FAO statistical data, there are 60~80% of out-of-spec horticultural products were eliminated from supply chain of farm to retail channel, because of "not good enough on facade".In this study, out-of-spec horticultural products were defined to "horticultural products that still can be reused and ate but can't be sold with qualified price".Output value of out-of-spec horticultural products in Taiwan were 80.9 billion~107.9 billion NTD,useful parts for eating and reusing were 79.85~93.28% and "Decreasing waste,Increasing value for horticultural products were current trend". Besides, reusing out-of-spec horticultural products well not only enhance competitive of agriculture but also find solutions solve over supply. Because of these, it’s encourage analyze competitive of out-of-spec horticultural products reusing. By use innovative SWOT matrix, Diverse matrix and Principal Components Analysis to measure competitiveness, choose farmers, processers, marketing channel in Kaohsiung and Pingtung areas and separate into Pingtung group and Kaohsiung group. After empirical analysis, Pingtung group in commodities management, value create, future ambitions, marketing better than Kaohsiung group. Besides, Pingtung group also hold competitiveness in propaganda, procurement, equipment and staff of processing&quality checking. On the other hand, consumers see safety, flavor, valid period and convenient important. At the last, this study shows three suggestions: 1.Announce safety certificate by reliable unit checking on a regular time. 2.Buy horticultural products's inner quality-checking system. 3.process out-of-spec horticultural products into packaged fruits and vegetable.
