本研究探討網絡對建築業產業績效與品質之影響,以結構-行為-績效(S-C-P)理論之架構,採台灣20個縣市從1999年至2011年間共260個觀察值,針對供給面、需求面與網絡對住宅建築使用執照面積進行迴歸分析(OLS)及二階段最小平方法(2SLS)分析,並以長期的方式來探討建築業之網絡程度以及建築品質為何。就建築網絡對產業績效而言,在靜態迴歸模型分析中呈顯著負相關(t=-2.526**,p=.006),由於現今建築業的施工複雜度高以及對於品質的要求,整體技術水平的提升不是依賴大量外包可以達成,因此建築業績效不見得是受網絡影響。在動態迴歸模型分析中建築網絡對產業績效呈不顯著,因此本研究更進而對網絡績效方面進行長期的探討,在長期下外包程度是呈成長的(t=5.230***,p=.000),建築產業的績效表現上升會使外包增加(t=2.969**,p=.007),顯示外包聚焦策略對於建築產業是重要的策略性考量。就建築品質而言,在靜態迴歸模型分析中,平均鋼筋使用量對績效呈顯著負相關(t=-3.637***,p=.000),在動態迴歸模型分析中,平均鋼筋使用量對績效亦呈現負相關且顯著(t=-1.997*,p=.0235),似乎品質有下降的現象,這與一般認知不符,因現有建築技術的提升,施工品質應會提升。因此本研究以長期的方式進行更深入的探討,發現在長期下建築品質出現結構性變革,在結構上有突破性變革採鋼構造。就型鋼生產量迴歸模型中,型鋼生產量在長期的趨勢下會增加(t=6.145***,p=.000),建築產業的績效表現上升會使型鋼生產量增加(t=2.464*,p=.0125)。RC結構被鋼構造取代,顯示台灣建築品質是提升的。 建商應維持公司一定之規模及人數,以避免外包產生外部負面效益,且應朝結構化之變革來提升施工品質,使用鋼結構進行房屋的建造。建商可對房屋住宅進行重新定義,將房屋成為生活空間而非居住空間。政府應注意空屋M型化之現象,一人持有多戶空閒房屋會造成社會資源不均。建商於策略擬定時必須考慮市場動態,和動態競爭的整體考量,應採行差異化策略,以避免造成集體不理性行為。本研究透過上述研究,發現有兩項管理意涵:一、建築業正經歷策略性變革;二、建築之典範移轉。
This research bases on the Structure-Conduct-Performance model examining the impacts of network on the performance and quality of construction industry in Taiwan. A sample of 20 cities and counties in Taiwan during 1999 - 2011 accounted for 260 observations are examined. The construction network has significant and negative impact on developers’ performance in simple OLS model. Due to the complexity of the construction industry, the quality requirements can not rely on a large scale of outsourcing. Therefore, the performance of construction industry is not necessarily decided by the degree of network. However, in the long-term the construction network is growing, implying the focus strategy of the construction industry an important strategic considerations. Regarding to construction quality, the average galvanized steel is negatively significant to completions in both static and dynamic models, implying that Taiwan’s construction quality is worthy of consideration yet. In the long-term the construction quality in Taiwan has a structural changes. The usage of steel structure is much greater than that of RC structure in the trend. The average galvanized steel usage decreased due to RC structure being substituted by steel structure, indicating that the Taiwan’s construction quality is improving. The developers should maintain certain scale and number of the employees in order to avoid negative network externality. The developers can improve the quality of construction by using the steel structure construction. The developers also can redefine the residential industry. The government should improve the vacancy of M feature, indicating a person owning more than one house and leaving it unoccupied. The developers must consider market dynamics and dynamic competition, adopting a differentiation strategy in order to avoid group irrationality. Through the research we found that two managerial implications: the construction industry is undergoing strategic change and the paradigm shift.
