高雄市動態社區環境關鍵屬性評估－以高雄市公共自行車C-Bike 為例

摘要

世界衛生組織(WHO)提出動態社區環境計劃，建議公部門打造健康環境，鼓勵社區居民藉由使用環境的過程，養成規律運動之最終目的。本研究運用重要績效分析法(IPA)分析高雄市公共自行車(C-Bike)乘騎者對於動態社區環境屬性之評估，其所獲得資訊及結果作為改善服務業務的順序與資源調配之參考。研究以C-Bike乘騎者為對象，以問卷調查方式發放400份問卷，實際回收376份，有效回收率為94%。資料經項目分析、因素分析、單因子變異數分析、獨立樣本t檢定、重要－績效分析法，結果顯示C-Bike乘騎者在重視程度差異性，會因性別而有顯著差異，而女性比男性重視。IPA分析法建議應將資金及資源加強改善「租賃站設置的數量多寡」、「自行車道動線人車分道」、「通往租賃站的路標號誌」、「公共自行車使用失竊問題」、「騎乘路線安全性」、「公共自行車是否清潔衛生」，以提高乘騎者滿意度。

According to WHO’s plan of Active Community Environment (ACEs), the public health department purposes to create a healthy environment and encourage the community residents’ regular excise habits. The research applied Importance-Performance Analysis (IPA) method to study C-Bike cyclists’ connection to ACEs. It is expected the result help associated authorities to improve the process and allocation of the resources. 400 survives to C-Bike cyclists and 376 effective survives were received. The results after went through the Item Analysis, Factor Analysis, One-way ANOVA, Independent Sample T-Test, Simple Regression and the Importance-Performance Analysis. Female show more concern on the importance result of all ACEs factors. On the IPA analysis, the cyclists will be more satisfied if six attributes are improved, including “the number of rental stations, person vehicle skip road, the sign of rental stations, C-Bike stolen problem, the ride line of safety, and the clean of C-Bike “.
