教保服務人員組織概況及功能之研究

摘要


本研究旨在探討教保服務人員組織的概況及其功能,包括教保服務人員組織在政策脈絡下的定位、基本概念、運作現況、組織功能、限制與解套等,並分析不同背景教保服務人員,對於組織功能之看法。 本研究以文獻探討、問卷調查與訪談研究為研究方法,為達研究目的,先透過文獻探討來了解教保服務人員組織在政策脈絡下的定位、概況及功能,再進行問卷調查和訪談,藉以蒐集並探討不同背景教保服務人員對於教保服務人員組織之功能的看法,以了解其對組織概念、運作現況之不同意見。 本研究調查之對象為台灣本島公私立幼兒園之教保服務人員(園長、幼教師、教保員、助理教保員),採分層隨機抽樣方式,發出研究問卷1200份,實得有效份數為854份,問卷調查蒐集之資料以Window for SPSS 20.0版統計套裝軟體進行分析。此外,訪談研究分為個別訪談與焦點團體訪談兩部分,個別訪談對象為教保服務人員組織代表、教師組織代表、幼兒園園長、教保服務人員、中央及地方幼兒教育主管機關代表,以及幼兒教育專家學者等,共計10位,進行半結構式訪談;焦點團體訪談則以熱心推動參與教保服務人員相關事務之教保服務人員組織代表共5位,進行半結構式訪談,綜合文獻探討、問卷調查及訪談資料獲得研究結果。 歸納研究發現與結果,統整出以下結論: 一、在幼教政策的脈絡之下,教保服務人員組織不僅可以成為推動政策的助力,提供政策改善之建議,還可成為政府與教保服務人員的溝通橋樑,以維護教保服務人員權益。 二、我國的教保服務人員組織正處於轉型階段,角色定位從過去的社會團體轉變為職業團體,並多為兼具專業與工會的二元取向,同時致力於教保人員專業素質的培養以及勞動權益之爭取。 三、目前教保服務人員組織在專業主義面向所發揮之功能,以建構友善互動模式、改革不合理的規範,及建立專業學習社群,以提供專業成長資源等最令人期待。 四、目前教保服務人員組織在工會主義面向所發揮之功能,以保障教保服務人員薪資福利、為教保服務人員爭取合理聘約,及改善教保服務人員工作條件與環境等最令人期待。 五、目前教保服務人員組織可透過兼顧教保服務人員專業與權益、參與社會公益事務、配合推廣政府教育政策,及整合凝聚教保服務人員共識等方式,作為未來發展之方向。 最後, 依據研究結果提出建議,以供未來研究之參考。

This study was designed to explore the Preschool Educator Organizations and their functions, including the position of the Preschool Educator Organizations in the context of policy, conceptions, implementation, functions, impacts, difficulties and solutions and so on; besides, this study further analyzed the views on the functions of Preschool Educator Organizations between preschool educators with various backgrounds. This study adopted literature review, questionnaire surveys and focus group interview. In order to achieve the above purposes, this study comprehends the position in the context of policy, conceptions, implementation and functions of the Preschool Educator Organizations through the literature review. Then, the study adopted questionnaire and interview to collect and comprehend the functions, conceptions, and implementation of Preschool Educator Organizations from the perspective of preschool educators with various backgrounds. The targets of the questionnaire survey were the preschool educators in the public and private preschool of Taiwan Island, including principals, teachers, educare givers and educare assistants. This questionnaire adopted stratified random sampling. 1200 questionnaires are distributed and 854 ones are effective for counting. The data of the questionnaire were processed by statistic package software, “Window for SPSS 20.0” to analyze. In addition, interview adopted semi-structured interviews and was divided into two parts, 10 individual interviewees including representative of Preschool Educator Organizations, representative of teacher unions, principal of preschool, preschool educator, representative of the central and the local competent authority of preschool education, and the expert of preschool education and one group interview including five enthusiastic representatives of Preschool Educator Organizations. The summary literature review, questionnaire survey and interview lead to the research results. The results were discovered and induced to lead to the following conclusions: 1. Preschool Educator Organizations are not only the energy of policy promotion and improvement, but also the communication between government and preschool educator to protect rights and interests of preschool educator in the context of policy. 2. At present, Preschool Educator Organizations are at the transition stage from social group to professional association, and in the dualistic orientation of professionalism and unionism to develop the growth of preschool educators’ professionals and preserve their deserved rights on both. 3. At present, the very expected functions of Preschool Educator Organizations in the orientation of professionalism are friendly interactive model construction, unreasonable rules improvement, professional learning community establishment and professional education resources supplying. 4. At present, the very expected functions of Preschool Educator Organizations in the orientation of unionism are preschool educators’ salary and benefits protection, fighting for reasonable engagement, and improving the working conditions and environment. 5. At present, the future direction of development of Preschool Educator Organizations should focus on both the growth of preschool educators’ professionals and preservation of their deserved rights, actively participate in community service, promote education policy, and consensus of preschool educators. Finally, according to the acquired research results, the study gives suggestions for Preschool Educator Organization, the education competent authority, preschool educators, and future researchers as a reference.
