論文摘要內容: 為因應地球環境變遷、抗全球暖化,配合政府鼓勵對節能減碳、可再生能源開發、推動民間投資政策,花蓮農田水利會可利用其所擁有之水源、土地、設施、人員等資源朝向多角化永續經營,提升獲利能力、擴大服務,為探析開發經營小水力發電之潛能誘因,需作可行性之研究。 首先蒐集相關文獻法令、以經濟評估方式及營運模式,選擇太平渠松浦段跌水工,依水文條件,做研究假設、設計研究方法,實證財務經濟規劃、執行、控管,財務控制、SWOT等分析電廠開發潛能、風險評估及討論。 分析結果發現渠道流量、營建物價、多角化經營法源、環保、水權、躉購電價等風險因子,提出因應對策、建議,作為全國農田水利會決策者具體行動之參考方案。
The contents of abstract in this thesis: In order to response the global environmental changes, anti-global warming, the carbon reduction, renewable energy envelopment and promotion of the policies of private investment with governmental encouragement, Hualian Irrigation Association try to use their own water, land, facilities, personnel and other resources to become a diversification operation. For increasing the profitability and expanding their services, the author tries to work for the feasibility study of developing the potential incentives by small water energy electricity generation. The author collects the related literature and regulation of laws, measures the methods and business mode by economic in the beginning, and chooses the Songpu section of the Tai-ping Ditch as study objective. According to the water conditions, the author do the research hypothetically and design research methods to execute financial economic planning, action, management, financial control and SWOT analysis. Also, the author analyzes the potential development, risk assessment and discussion of the power plant. The results find some risk factors of channel flow, construction prices, laws of diversification, environmental protection, water rights and bulk purchase of electricity. Therefore, propose strategies and suggestions for all the policy makers in Irrigation Associations of Taiwan as references for the future actions.
