志願役士兵留營意願影響之研究:以南部某部隊為例

摘要


我國國軍正實施組織改革,努力從「徵募併行制」朝向「全募兵制」邁進,制度改革所需考慮的因素以及改變這些因素所造成的影響是不容忽視的,如薪資和福利的調整、生活設施的改善、部隊風氣和領導風格的改變、招募機制的檢討及志願役留營的獎勵等,每項都是重大的課題且皆環環相扣互有關聯性,當然,以上不過僅此例舉,這其中的問題還有許多未碰到或者是爾後才會發生的,但這些因素均無法避免且必頇去認真面對,募兵制是先進國家的趨勢走向,亦是世界的潮流,所以我們更需要參考別人成功與失敗的案例並配合本國國情、風俗民情、社會氛圍及經濟狀況等來做總體性的規劃,並不是以挖東牆補西牆的方式來建軍,孫子曰:「兵者,國之大事,死生之地,存亡之道,不可不察也」,再次強調了兵役制度是不容朝令夕改的,事前的準備,事後的配套措施缺一不可,必頇審慎長遠規劃。 本篇論文是針對影響志願役士兵留營意願之研究,其探討的是福利與薪資、工作滿意、工作特性、領導風格及外在影響因素等,對志願役留營是否有相對性之影響,故先設定南部地區某部隊志願役士兵及已轉服為士官之人員為對象實施調查,此次調查採問卷方式,總計發出155份問卷,刪除無效問卷55份,共取得有效問卷100份。依其對影響留營意願之因素等量表認知蒐集資料進行研究,具體研究成果如下所示: 一、個人基本資料之階級及入營方式對留營意願有顯著差異 二、薪資與福利對留營意願有顯著影響 三、領導風格對留營意願有顯著影響 最後依據研究結果提出以下幾點建議以為相關單位參考: 一、依研究結果分析與後續建議 二、調整招募策略,提高招募及留營成效 三、鼓勵在職進修,規劃職涯發展

This thesis is to study the impact of leaving the camp for the wishes of the Volunteer military soldiers, which explores the benefits and salaries, job satisfaction, job characteristics, leadership style and impact of external factors on the Volunteer military camp stay if there is the relative influence, so the first set of a southern army volunteer military soldiers and non-commissioned officers have to serve as the object of the investigation staff, the survey questionnaire collected a total of 155 questionnaires were issued, deleted 55 invalid questionnaires, a total of 100 valid questionnaires. According to their camps on the factors affecting the willingness of stay and other cognitive scales to collect data to study the specific findings are as follows: First, the positions of basic personal information and methods are significant differences into the camp to camp willingness to stay Second, pay and benefits have significant effect on the willingness to leave camp Third, the leadership style has significant effect on the willingness to leave camp Finally, according to study results presented the following recommendations that the relevant units of reference: First, adjust recruitment strategies to improve the effectiveness of recruitment and leave camp. Second, change leadership style, sound reasonable discipline. Third, encourage job training, career development planning.
