國軍在災防功能之探討－以高雄氣爆為例

摘要

國軍為國家整體救災機制中最重要的一環，秉持「救災就是作戰」的觀念、以聯合作戰思維為基礎，結合有形與無形戰力，確保人民生命財產安全。平日作好充分防(救)災準備，面臨突發狀況不致慌亂無章，災損自然也就降低。
國軍自86年起逐年推動精實案組織調整，最終為全募兵制，90年在災防法架構下，明確律訂國軍如何因應相關救災任務，本研究係以臺灣各類天然災害為主，就國軍參與救災法規不周之處，及未來救災之組織規劃、機具、人員訓練等項目，進行研究與建議。
本論文的研究方法，係透過文獻資料分析、訪談等方式，找出國軍救災問題核心，以綜合歸納方式，提出具體適當建議，作為政府制定災防行動準據的依據。內容區分緒論、文獻探討、研究方法、分析與討論及結論與後續等五章，並以高雄氣爆探究救災體系，國軍與各專責機構及資源整合的實況，就救災成效及窒礙，提出具體的建議，供政府及國軍承參及主官(管)參考。

Army is one of the most important part in the country`s overall disaster response mechanisms, convinced the concept that "Assist disaster as a combat", The idea as schema using joint operations, combined the visible and invisible power, to guarantee citizen's life and property security. Always fully prepared to against disasters, hope that in the event of emergencies will not lose control, and that is beneficial to reduce losses.
Since 1996,the implementtation of military organization restructuring for the ultimate goal of mercenary system, in 2001 under the framework of disaster prevention law, clearly make known that how the Army should response when disaster happened.The thesis contain every category of natural disasters in Taiwan ,and study the defects that how military participate the assist many tasks in disasters, and in connection with future organizational planing and disaster assist tasks, equipment, training and so on, to implement research and recommendations.
The methods which this thesis research, is to get through many literatures data analysis, interviews, etc, to come up with the focal point of the problems about military disaster assist tasks,to figure out a appropriate recommendations to help government to develop disaster prevention Standard operating procedures more perfectly.
Contents of the thesis is divided into many chapters, introduction、 literature review、 research methods、 analysis 、 discussion 、 conclusions and other follow-up of five chapters, and to utilize Kaohsiung gas explosion disaster to be an example to do the examination for assist system, and to give some effectiveness proposals for government and military administrations to reference.
