公務員認知公平對工作績效影響之研究

摘要


我國政府為活化人力資源及增加彈性用人,政府內部除了有考試進用常任文官外,尚有不少契約進用的約聘僱人員,共同辦理各項公共服務工作,審視公務人員與約聘僱人員工作內容與所負責任大體相同,然而,兩者在待遇等方面卻有極大差異,這種「同工卻不同酬」不公平現象在政府大力推動文官改革時顯得極為突兀;這種現象不僅有違政府推動改革初衷,嚴重破壞政府內部和諧,更將因此打擊約聘僱人員工作士氣與動機,降低其工作績效表現,連帶影響政府整體績效。 有鑒於此,本研究以「公務員認知公平對工作績效影響之研究」為題,探討當前政府內部公務員「認知公平」對「工作績效」之影響程度,比較公務人員與約聘僱人員之間是否存在差異及其程度,從而找出相應辦法進行解決。研究選定地方政府為對象進行抽樣,設計公平認知與工作績效問卷進行實證調查。 研究結果:首先,發現地方公務員對分配公平認知確實會對其工作績效結果產生顯著影響,對互動公平認知會對其工作績效結果產生部分影響,而對程序公平認知則不會對其工作績效結果有顯著影響。其次,發現身分別不同公務員的公平認知對其工作績效會產生部分顯著影響,表示公務人員和約聘僱人員兩種不同身分的人員,對於公平的認知會影響其工作態度與人際關係。

In order to activate human resources and improve employment more flexible, besides permanent civil servants who were employed by examination there are also many contracts servants in the government. Their works and duties are almost the same as permanent civil servants but their treatment is largely different from permanent civil servants. This unfair situation, same work but unequal pay, is unexpected and contrary to the original intention of the government to promote reform. It may seriously break internal harmonization of government, destroy morale and motivation of contract employees, and reduce their performance and results. Eventually, it must also influence the government performance. Thus, the main topic of this paper is “The Study of the Influence of Civil Servants’ Equity Cognition of Work Performance.” It aims to discuss affection between equity and work performance on internal civil servants nowadays, and to try to solve the problem by finding out that whether there is any difference between civil servants and contract employees by comparing the two. The study samples staffs in the local government, and designs questionnaires for equity on work performance to make empirical investigation. The result: Firstly, studies show the work performance is significantly influenced by local civil servants’ cognition of distributional justice and less by their cognition of interactive justice. On the contrary, their cognition of procedural justice has no influence on work performance. Secondly, studies discover that work performance is significantly influenced by different equity cognition of civil servants and contract servants. It reveals that perception of fairness by these two identities will affect their work attitudes and relationship.
