警察退休潮下保安警察機關退休狀況之研究-以保安警察第五總隊為例

摘要


良善的退撫制度,是公務人員辛勤付出的後盾,曾幾何時,警察間見面不再談論績效與轄區治安;何時退休、還要再幹幾年,變成相互間最重要的話題。2011年1月修正實施的「公務人員退休法」(以下簡稱退休法),將月退休金的請領年齡往後延,規定服務滿25年自請退休者,必須「年滿60歲」,或「任職滿30年以上、且滿55歲」,才可請領月退休金,這也就是俗稱的75制改為85制。 另自2012年開始,為了解決公務人員退撫基金收支失衡所導致的財務危機以及公務人員退休所得偏高所引發的社會爭議,銓敘部再次推動公務人員退休制度改革(年金改革)方案。研議將公務人員的退休制度從現行的85制(目前尚在10年的過渡期間)再次修正走向90制,並將退休所得替代率向下修正,逐漸延長退休年限,減少退休給付支出(中廣新聞網,2013/1/30)。 本研究選擇保安警察第五總隊自2011年退休法修正後至2015年(過渡期)間之退休人員狀況進行次級資料分析,再依退休「代表類群」擇定6人進行訪談,探討機關退休潮成因、不同階級警察同仁對於選擇退休年齡及方式等問題,本研究結果指出: 一、警察機關任務屬性單純,較不易產生搶退潮。 二、職務(階級)高低與選擇退休年齡為正相關。 三、「危勞職務」第一類人員,應降低申領月退休金年齡。 四、退休人員權益保障與人事人員服務面向息息相關。 再針對前揭研究結果,提出相關建議事項,以期研究結果對機關有所助益。

In this study, Baoanjingcha Fifth Corps since 2011 Retirement Act amended to retirees between the situation in 2015 conducted a secondary data analysis, Then follow the "on behalf of groups" select six interviews, Discussion anxious employees retirement reasons, Different classes of police, and the choice of retirement age and other issues, The results of the study indicated: 1.Relatively simple task police unit, less prone to rushing to retire. 2.Position (Official rank) level and choose retirement age is a positive correlation. 3."Hazardous work" police officer first class personnel, the retirement age should be lowered, and give monthly pension. 4.Retirees rights protection, the need for good government service personnel officer. For findings, make recommendations matters.
