探討國軍營區危機管理及人力資源管理對搶救效能關聯性之研究

摘要

近年來國內外媒體所揭發之名人醜聞後，世界各國，無論公私部門，皆對危機管理概念及實際運行日趨重視。近年來國內外媒體所揭發之名人醜聞後，世界各國，無論公私部門，皆對危機管理概念及實際運行日趨重視。
因此如何有效建立國軍基層單位幹部危機管理，充分運用危機管理理論，降低、消弭再度發生危機機率及增進媒體溝通技巧，為國軍當下努力目標。本研究以左營海軍軍區所有人員為主要對象，以隨機抽樣的方式進行實地發送及收集問卷，共計發放300份問卷，有效問卷共計265 份，有效回收率為88%。
本研究結果：
一、 危機管理對人力資源管理有部分正向影響。
二、 人力資源管理對搶救效能有部分正向影響。
三、 危機管理對搶救效能有正向影響。
四、 人力資源管理對危機管理與搶救效能具有部分中介作用。

After recent years of domestic and foreign media expose of celebrity scandals, the world, whether public or private sector, are the crisis management concept and the growing emphasis on the actual operation. So how to build effective grassroots cadres and military crisis management, full use of the theory of crisis management, reduce, eliminate the chance of recurrence of the crisis and promote media communication skills, efforts to target the military present. In this study, the Navy left the military camp of all personnel as the main object to random sampling and field sent questionnaires to collect a total of 300 questionnaires were distributed, a total of 265 valid questionnaires, the effective rate was 88%.
The results of this study：
1. Part of crisis management has a positive impact on human resources management.
2. Human resources management, some positive impact on the effectiveness of the rescue.
3. Crisis management has a positive impact on the effectiveness of the rescue.
4. Human Resources Management and Crisis Management Effectiveness rescue a partial mediating role.
