隨著資訊科技及網路的發展,行政院研考會於民國86年開始推動「電子化政府」,公文電子化已成為公民營機構改善行政效率的必行之道。公文電子化完全符合行政院所宣示的政府施政將以節能減碳為主軸外,同時具備提升行政效率、強化資訊安全和節能減紙的目標。 因此,朝陽科技大學考量如何利用電腦及網路資訊流通的便利性,將傳統公文書處理模式,改採透過網際網路之電子化處理模式,藉以革除過去公文管理的種種積弊,增進作業效率。民國90年教育部函頒各大學文書及檔案管理電腦化作業規範並要求配合辦理並將公文電腦化列為評鑑重點項目。所以,從民國94年朝陽科技大學開始導入公文電子化。 本研究我們以朝陽科技大學為例,從公文電子化的發展,配合相關文獻的探討及次級資料的蒐集分析,探討公文電子化資訊系統之法制面、技術面及公文數量、學校人力、流程簡化、公文時間等對公文電子化的影響。
Following the progress of high development in information technology and networking. In 1997, Research, Development, and Evaluation Commission announced e-Government Program. The e-official-document system is considered as the best tool for administration efficiency of any institute in modern time. The e-official-document system fully complies with energy conservation and paper reduction policy which declared by the Executive Yuan, and it fulfills the goals for better administrative efficiency and information security enhancement. Hence, the Chaoyang University of Technology considered to utilize the convenience of computer and network, transforming the traditional manual data-processing way into e-official-document systems to eliminate the disadvantages of manual document management. In 2001, the Ministry of Education started to lead in the government policy of implementation of e-official-document systems in all colleges and considered it being the key point of university evaluation. Therefore, Chaoyang University of Technology implemented the first e-official-document system in 2005. In this thesis, the impact of the e-official-document system of Chaoyang University of Technology is studied. This study consists of the development of e-official-document systems, investigation of related documents, and analysis of collected information. Our purpose is to analyze the influences of laws, information technology, quantity of official-document, human resource, and processes simplification for the e-official-document systems.
