國軍志願役人員留任意願影響因素之研究

摘要


隨著近年來國防政策明列推動全募兵制,以募集意願強、役期長與素質高的人力進入軍中,建構「量小、質精、戰力強」之優質國軍,是臺灣主要的國防政策。然由於志願役士官兵以往留任比率相對較低,致使國軍人才招募壓力一直較大。本研究旨在探討志願役士官兵之留任意願,是否受到生涯規劃、家人態度、經濟狀況、領導作為、薪資、福利、組織認同、工作滿意與生涯發展等因素影響。 本研究以中部某部隊連級志願役士官兵作為研究對象,共發出問卷250份,共取得有效問卷137份。根據研究結果發現:近幾年來為提高招募率及留任率,國防政策有所調整,例如「調整薪資所得」、「營區營舍改善」、「營區教學點及證照培訓」、「留營慰助金之發放」等多項改善措施,而留任意願確實有明顯提升。至於影響志願役士官兵之留任意願的主要因素為:薪資福利水平、家庭經濟因素、就近服役、社會經濟景氣、單位工作氛圍、未來生涯發展等。最後,志願役士官兵的留任意願與生涯規劃、外部經濟景氣及職務性質等有正向關係,並與薪資、組織認同呈現負向關係,結果顯示薪資相對於志願役士官兵的付出,對留任意願的影響相對微小,而個人認同將軍中服役列入生涯規劃、外部經濟景氣情況及擔任職務性質等,對志願役士官兵的留任意願影響相對較大。

Full mercenary that is the defense policy and is promoting in recent years. To conscript more highly willingness, long length of service as well as high quality manpower into the army. To construct a "small amount, fine quality, strong war force quality" military power is Taiwan’s’ main defense. However, due to volunteer military soldier who remain showed at relative low ratio in the past that resulting high pressure in the military recruitment. This study was major to explore the retention willingness of the soldier who whether could be possible impacted by career planning, family attitudes, economic conditions, leadership, payroll, other benefits, identified by organization, job satisfaction and career development. In this study, research subjects with army volunteer soldiers who served in central area. 250 questionnaires was issued totally, 137 valid questionnaires were return. Results showed that the Defense policy adjusted for increasing the rate of recruitment and retention rates achieved significantly in recent years. The adjust ion such as earned income, camp place improvement, camp teaching points and license training, offer of service retention help money etc.. The main factors that affecting the retention of the Volunteer military sailors included: the level of pay and benefits, family economic factors, the home nearest service, social and economic prosperity, the atmosphere of service unit, future career development. Finally, the willingness to stay service showed significantly positive relative with career planning, economic prosperity and their duties property. But negative relative results was discovered with payroll, organization identified which means payroll and payment of volunteer soldier for stay intention is relative small. Personal identification that will put military service as a career planning, the external economic prosperity and also duties property were great impact the retention of volunteer soldiers.
