民國84年消防單位自警察單位獨立出來之後,至今消防人員仍是弱勢的一群,在政府單位長期不重視救災的氛圍下,消防人力的編制始終無法跟上時代前進的腳步與時俱進。現行各地方政府消防人力配置係依據「直轄市縣市消防機關員額設置基準」,以車輛裝備、勤務、勤休、人口、面積、特殊建築、及離島等因素計算其員額。然而由政府相關統計數據中可得知,在消防分隊實際人力配置這個議題上至今仍舊存在許許多多的問題,本研究利用樹狀索引結構的技術,結合預先彙總計算的概念,應用到火災燃燒面積分佈、建築物樓地板面積分佈、以及天然氣管線面積分佈等三個議題,經研究討論後,提出合理的消防人員及車輛之配置,進而可將此數據供做日後配置消防人員及車輛裝備的參考依據。
After the independence of the fire unit from the police unit in 1995, so far the firefighters are still vulnerable groups. The government does not attach importance to the atmosphere of disaster relief in a long-term. Fire human power has not kept up with the pace of the times ahead of the times. In the local government the current fire human power allocation is based on "municipality and city fire department posts setup benchmark" using vehicle equipment, service, diligence, population, area, special buildings, outlying islands, and other factors to calculate the posts. However, the relevant statistics from the government reveals that the issue of actual human power in the fire unit so far causes many problems. In this study, the tree-like index structure technology, combined with the concept of pre-summary calculation is applied to the fire burning area distribution, building floor area distribution, and natural gas pipeline area distribution. After the study and discussion, put forward a reasonable firefighters and vehicle configuration, and then the data can be used for future deployment of firefighters and vehicle equipment reference.
