大學生對國民年金的認知與涉入-以朝陽科技大學為例

摘要

國家經濟發展程度對各國家各種經濟政策、社會福利制度有著直接的影響，世界許多國家早在數十年前就面臨了人口老化的情形，而開始實施年金制度來維持國民經濟收入的穩定，以確保老年的基本生活，因此社會年金保險在已開發國家已行之有年，且發展到具有相當程度的規模。隨著我國已經逐漸進入高齡化的社會，國人對老年的生活需求的期盼也逐漸的提高與重視，面對迫在眉睫的人口老化問題，是政府開辦國民年金最嚴肅且重要的課題。
根據內政部勞保局統計，國民年金開辦兩年來繳費率一路下滑，基於年輕族群對於國民年金制度認知不足，以及國民年金提供的保障並無切身需要導致繳費率偏低，本研究係針對我國大學生對於國民年金制度的認知程度進行探討與研究，希望藉此能更深入的了解政府宣導國民年金的成效是否顯著，以提出適切的建議與改善方案。

A country’s level of economic development directly influences its economic policy and social welfare. Due to population aging phenomenon, in order to maintain GNI’s quality standards and ensure elderly’s rights, National Pension System has been put into practice in several countries around the world for over ten years. Developed countries have carried out Social Pension Insurance for years and have got lots of successful achievements. Since the aging society has taken shape in Taiwan, living requirements for the olds are highly expected as well. Owing to the urgent population aging problems, to take effect on National Pension System is the most important and serious issue for the government.
Due to the fact that the youngsters only learn a few knowledge about National Pension and they do not consider the subsidies as immediate needs; hence, that causes the low payment rate since National Pension has been carried out for over two years said by The Bureau of Labor Statistics. My study targets on Taiwan college students’ acquaintance and engagement with National Pension. More important, I hope my further study will investigate whether our government’s advocacy of Nation Pension works well or not and provide better suggestions and solutions.
