不動產實價登錄已成為現今不動產市場非常熱門的議題。我國政府內政部於2012年08月01日宣布,不動產成交案件實際資訊申報登錄制度 (實價登錄) 正式實施,並且建置內政部不動產交易實價查詢服務網。民眾就可以上網查詢房屋買賣及租賃價格,以利不動產交易資訊透明化,並促進不動產交易市場健全發展。然而,目前國內鮮少有針對不動產實價查詢系統的使用者滿意度相關研究。因此,本研究的目的為建構衡量不動產實價查詢系統使用者滿意度的指標。 首先,本研究經文獻探討後以DeLone & McLean (2003) 修正式資訊系統成功模式提出的「資訊品質」、「系統品質」、「服務品質」、「使用者滿意度」四大指標為基礎構面,並且結合「網站介面」特性補充指標,形成不動產實價查詢系統使用者滿意度指標之研究構面。接著,應用修正式德菲法系統化的推導流程,針對具有不動產背景及使用經驗的專家學者進行問卷調查並且修正指標,進而建構出本研究不動產實價查詢系統使用者滿意度的雛型指標,總共31項。 最後,本研究針對具有不動產實價查詢系統使用經驗的使用者進行滿意度調查。本研究結果可提供建議給內政部以衡量其不動產實價查詢系統之使用者滿意度,而對於未導入不動產相關業者也可依據本研究結果做為開發或改善不動產實價查詢系統的參考依據。
Recently, the real estate transaction registration in the real estate market has become a popular issue. The Ministry of the Interior (MOI) in Taiwan has developed the “Real Estate Transaction Database” and has announced the implementation of an actual price registration system for real estate transactions on August 1, 2012. Through the use of Real Estate Transaction Database, the public can check the selling price and rental prices of the real estate, which is helpful for the transparency of trading of the real estate market and for the sound development of real estate trading mechanism. However, few researches targets on investigating the user satisfaction of real estate transaction price inquiry system. The purpose of this research is to establish the user satisfaction indicators of real estate transaction price inquiry system. First, this research has proposed 31 user satisfaction indicators based on the updated DeLone & McLean’s information system success model, including “information quality,” “system quality,” “service quality,” and “user satisfaction.” The characteristic of “website interface” was also included. Then, these indicators were examined and modified by seven experts and scholars who are related to the fields of the real estate using modified Delphi method. Finally, the research uses a survey method for users with experience in real estate transaction price inquiry system to collect data. The results can enhance the understanding of user satisfaction of the MOI’s real estate transaction price inquiry system and provide the recommendations for the MOI to improve the design of real estate transaction price inquiry system.
