以開放建築理論檢測國內集合住宅轉型為社會住宅之可行性研究

摘要


今日在「M型化社會」的現象之下,國內房價出現了不合理之飆漲,導致許多一般收薪階級及弱勢族群之國人,承受著無法「安居立命」的困境。為了彌補住宅市場供需失調,滿足經濟與社會弱勢族群之居住權,因此政府效仿在許多歐洲國家已行之有年的「社會住宅實施方案」。 社會住宅以只租不售的模式,居住者的流動率相對提高,且進駐家戶族群較為特殊,因此為解決居住者異動所致的需求性改變,以及隨時間軸演進所變化的適用性,本研究計畫由「開放建築」理論中之「支架體與填充體分離系統」等觀念套用於國內典型之集合住宅中,以求將集合住宅轉型為社會住宅之可行性。本研究計畫操作過程主要分為三個階段: 第一階段:以蒐集相關文獻與實際案例資料為主,瞭解國內集合住宅居 住單元最常見的結構及隔間模式。 第二階段:從開放建築理論切入,以社會住宅進駐家戶需求為條件,進 行集合住宅居住單元涵容力及可變動性分析。 第三節段:將先前操作成果以居住單元內之各生活空間特性加以驗 證,建立一集合住宅轉型為社會住宅之可行性規範建議。 本研究成果期盼建立一套適合將國內集合住宅轉型為社會住宅之配置建議,更望能為國人對於「居住正義」的落實能夠有所幫助。

In the current M-shaped society, the value of real estate in Taiwan has undergone an unreasonable upsurge; many Taiwanese people who earn average incomes or are disadvantaged cannot afford to buy houses. In order to make up for an imbalance between supply and demand in the housing market and fulfill the residency right of economically and socially disadvantaged groups, the government has emulated examples of “social housing projects”, which European countries have had for many years. As social housing is a form of housing tenure in which the property can only be leased instead of being purchased, the tenant turnover rate is relatively high, and tenants tend to be people from some special groups. Therefore, to solve issues involving change of needs due to change of tenants in the property as well as change in suitability as time goes by, this study applies the support and infill separation system from the open building theories on typical compound housing in Taiwan, and explores the feasibility of converting compound housing into social housing. This project covers three phases: Phase I: Collect related studies and actual cases to understand the most common structures and floor plans of compound housing units in Taiwan. Phase II: Employ the opening building theories to analyze compound housing units’ assimilative capacity and flexibility on the premise that social housing has to be merged with general housing. Phase III: Verify results of previous operation with features of living space in dwelling units and advising on the feasibility of converting compound housing into social housing Based on the results, related suggestions are proposed on converting Taiwan’s compound housing into social housing, and realize the “justice of living” for Taiwanese people.
