教育部與『行政院金融監督管理委員會保險局』推動把保險教育納入12國民教育課程中,而教育部以『強制汽機車責任保險』、『全民健康保險』、『家庭風險管理』做為教導內容,其主因是這些都是目前政府正宣導的政策性保險,民眾以往只知道政府目前在宣導『強制汽機車責任險』、『全民健康保險』是一定要投保的,卻不知到其真正的含意,民眾即使投保了,卻不知自己有哪些權利和義務,故『強制汽機車責任保險』、『全民健康保險』、『家庭風險管理』納入12年國民教育有一定的必要性,再來因與民眾有切身關係所以較能接受。所以,本文特別將『強制汽機車責任險』、『全民健康保險』、『家庭風險管理』以具體的保險名詞,來設計保險課程,讓未來接受十二年國教之學生,對保險知識更加了解,期待經由下述之探討,讓12年國教之學生能真正認識保險。以達保險教育之教學目標。 研究者以台中市五權國中學生為施測對象,針對7至9年級的學生進行研究,依行動研究進程分為「試教前檢測」、「試教過程」、「試教後檢測」等三個時期,並有規劃的設計、實施、檢討與修正。 檢視現今社會,不難發現民眾生活與金融保險息息相關,無論各行各業,在維繫經濟生活的層面上,都與金融保險活動無法分割。因此,對於金融保險教育的規劃,依不同年齡層,建立的觀念與層次不同。 行政院金融監督管理委員會,在國中階段重視「觀念」的養成,隨年齡增長而逐步加入「知識」與「規劃」的能力。教育部與金管會深刻體認金融知識普及是社會發展的一項重要基礎工程,積極推動金融保險知識普及計畫,並納入國中小綜合領域課程當中,來提升學子們基本金融保險知識及風險管理的能力。
Ministry of Education and Financial Supervisory Commission Insurance Bureau promote to include insurance education into twelve-year basic education curriculum, especially “Compulsory automobile liability insurance”, “National health insurance”, and “Family risk management”. The main reason is that they are policy insurances. People in the past only know they must have “Compulsory automobile liability insurance” and “National health insurance”, but they don’t know the true meaning. Even though people are insured, they have no idea what rights and obligations they have. It’s necessary to include “Compulsory automobile liability insurance”, “National health insurance” and “Families risk management” into twelve-year basic education. So, I designed the insurance programs with specific insurance term of “Compulsory automobile liability insurance”, “National health insurance”, and “Family risk management”. Let the students who accept twelve-year basic education in the future really understand insurance and achieve the teaching objectives of insurance education. In this study, the 7-9 grade students in Taichung Wu-Chuan junior high school is the studying target. According to the action research process, I divided the research into three periods “pre-teaching detection”, “teaching procedure” and “post-teaching detection” and the research include well-designed planning, implement, review, correction.
