學齡前兒童家長對社區保母系統認知之研究─以高雄市為例

近幾年來，社會結構的改變，使得學齡前兒童家長們對於托育的需求越來越增加，相對對於我國的托育品質、制度及福利也越來越重視。日前嬰、幼兒遭保母虐待導致受傷，甚至是死亡的新聞時有所聞，有鑑於此，本研究將探討「保母」相關領域的托育制度，而我國對於保母最主要的管理機制就是在各個縣、市建立的「社區保母系統」，其服務對象有保母、家長、嬰幼童，甚至連社區民眾也是其服務對象。現行社區保母系統全臺灣依縣、市劃分共有62個系統，但每個系統的管理單位不同，也導致系統網站介面等的不統一，辨識度不高，故本研究探討學齡前兒童家長對於社區保母系統的認知程度及需求程度，給予相關管理單位對於社區保母系統上之相關意見。本研究以高雄市學齡前兒童家長為研究對象，發放300份問卷。採用描述性統計分析、信度分析、因素分析、單因子變異數分析等，發現學齡前兒童家長之個人背景、家庭背景與對社區保母系統的瞭解對於社區保母系統的認知程度與需求程度呈現部份顯著之結果。

In recent years, with the changes of social structure, parents of preschool children are in increasing needs to find childcare services, thus are paying more and more attention to the quality, aspects and welfare of local childcare system. Because news about infants or young children being abused to injury or even death were often reported, this study examines the childcare provider scheme in Taiwan and its various aspects. The chief management mechanism of childcare providers in Taiwan is the “community childcare provider scheme” established in every county and every city. Its service objects are childcare providers, parents, infants and young children, and even the community residents. The existing community childcare provider scheme consists of sixty-two units island-wide in individual counties and cities, each however with different supervisor, leading to un-unified system web interface, and unsatisfactory recognition. Therefore, this study investigates the extent of recognition and needs of parents of preschool children towards community childcare provider scheme, and the results will be provided to relevant managing units for reference. The study targeted at parents of preschool children in Kaohsiung city. With three hundred questionnaires distributed and collected, they were further analyzed by means of descriptive statistical analysis, reliability analysis, factor analysis, and ANOVA analysis. It concludes that the personal background and family background of parents of preschool children, and their understanding of the community childcare provider scheme have a significant effect on the overall extent of recognition and cognition of community childcare provider scheme.
