台灣不動產逆向抵押貸款制度可行性之研究

摘要

本研究主要就銀行體系在授信基本原則下，及配合政府政策推行，探討台灣逆向抵押貸款制度的可行性。同時比較美國、新加坡、中國大陸逆向抵押貸款制度的優缺點和差異性，以及逆向抵押貸款制度在台灣實施的問題點，並提出適合我國環境之逆向抵押貸款制度。
研究建議我國政府在實施逆向抵押貸款制度時，可參考美國HECM商品的優點。由於美國聯邦住房管理局（FHA）提供貸款人某種程度的保障，避免貸款人遭受損失，使得逆向抵押貸款制度能夠實施完善。
目前台灣試辦逆向抵押貸款制度的申請資格過於嚴苛，以致產生詢問者眾，符合資格者稀的現象。因此未來應考慮適度放寬條件，才能實現「以房養老」的政策美意。

This research is mainly on the banking system in the basic principles of credit, and with the implementation of government policies to discuss the feasibility ofreverse mortgage loan system in Taiwan .We also compared the differences in the strengths and weaknesses of reverse mortgage loan system from the United States, Singapore and China. Besides, we try to discuss the problem spots when implementing reverse mortgage loan system in Taiwan and hoping to make the suitable ones for our country.
The studies suggest that our government should refer to the advantages of HECM product from U.S. Because the U.S. Federal Housing Administration (FHA) provides some degree of protection to the lenders, the lenders can avoid their losses. In this way, we make the implementation of reverse mortgage loan system more perfect.
The eligibility criteria of reverse mortgage which Taiwan pilots are too strict, so in the end, many people are interested, but those who are qualified are rare. Therefore, the consideration should be given to relax the restrictions for the future in order to achieve "Reverse Mortgages" policy-making intentions.
