醫務管理人才專業能力與培育課程之研究

摘要


近年醫療服務產業快速發展,使醫療機構的經營管理已是一種專業導向之職務;因此發展醫務管理的專業能力與人才培育機制,也逐漸地受到關注。本研究目的為探討醫務管理人才所需專業能力及培育課程之權重。先利用模糊德菲法進行專家適合度檢定,篩選醫務管理人才所需的專業能力與培育課程;再運用層級分析法(Analytic Hierarchy Process, AHP),評估醫務管理人才所需專業能力及培育課程權重。 研究結果顯示醫務管理人才應具備之「專業能力」依序為管理專業知識、專業技巧、醫院流程管理、實務經驗、醫療政策與法規知識、公共衛生、醫學知識與研發能力。各專業領域培育課程權重分別為「管理專業知識」以醫療資訊管理為優先;「專業技巧」以保險申報實務為優先;「流程管理」以醫院作業管理為優先;「實務經驗」以實習與見習為優先;「醫療政策與法規知識」以醫療法規為優先;「醫學知識」以醫學專業術語為優先;「公共衛生」以醫療機構安全與衛生管理為優先。 本研究藉由醫院中高階主管的實務管理經驗,勾勒出醫務管理人才應具備的專業能力與培育課程之權重,做為醫管教育之發展方向。使醫務管理系的學生在畢業前能獲取關鍵性的專業知能與課程學習,在進入職場後可以學以致用,提昇醫務管理系的畢業生更具積極的競爭力。

As for the fast development of healthcare service industries, hospital operation management became a career of specialization in recent years. Thus fostering the competence and functions of healthcare administration education received attention gradually from the medical workers. The purpose of this study was to evaluate the weighed performance of professional competence and program contents in the healthcare administrators’ education. By using the Fuzzy Delphi method to test the proper acceptance of experts, the lists of competence and contents of healthcare administration can be tentative designed. Then the AHP (Analytic Hierarchy Process) method was employed to assess the weighed performance of professional competence and program contents of healthcare administrators. The results have revealed in the following: The weighted dimensions of "professional ability" were in decant order of specialized knowledge of management, specialized skill of management, hospital process management, practical experience, knowledge of medical policies and regulations, public health, medical knowledge and ability of research and development. The respective weighted program contents of each dimension were listed as follows: management information system in hospital; practice of insurance declaration; process management in hospital; practice and training in hospital; medical regulations; medical terminology; hospital safety and hygiene management. By the experience of high- and middle-level hospital managers, these finding lead to the weighted performance of professional competence and program contents toward the direction of healthcare education. In order to drawn a more competitive healthcare graduate, it is therefore to understand the key professional need, skills and program contents before entering to the healthcare industries.
